Salary:

The Information and Communications Technology Council (ICTC) is seeking a visionary and experienced Manager of Research and Policy to contribute to cutting-edge research that supports Canadas digital transformation.

The Manager of Research and Policy is a strategic leader in shaping Canadas digital economy. This role oversees and drives high-impact research and policy initiatives, translates insights into actionable recommendations for federal and provincial stakeholders, and leads consultations that inform Canadas national digital agenda. Reporting to the Chief Research and Communications Officer and managing a team of research, policy, and evaluation professionals, the Manager will serve as a national thought leader, elevating ICTCs voice in public discourse, and will play a key role in securing new opportunities as a contributor to the organizations business development efforts.

Key Responsibilities:

Policy & Thought Leadership

  • Lead the development of evidence-based policy recommendations to strengthen Canadas digital economy, including AI, cybersecurity, data governance, digital skills, and innovation ecosystems.
  • Design and execute policy consultations with federal, provincial, and territorial governments, industry leaders, civil society, and academia.
  • Represent ICTC in high-level policy discussions, parliamentary committees, advisory councils, and national forums.
  • Shape and influence Canadas digital policy agenda by identifying emerging issues, trends, and legislative developments.
  • Author thought leadership pieces, policy briefs, and reports that position ICTC as a trusted, authoritative voice.

Research & Analysis

  • Oversee the design and delivery of rigorous mixed-methods research that informs policy recommendations and program design.
  • Coordinates or leads research, evaluation, and policy projects (e.g., acts as lead author, liaises with clients, organizes team check-ins, ensures timely delivery of activities, balances priorities to ensure contracts and timelines are fulfilled).
  • Translate complex research findings into clear, actionable policy guidance tailored to government and industry audiences.
  • Apply an intersectional and inclusive lens to all research and policy work.
  • Ensure outputs meet high standards of analytical quality, accuracy, and relevance.

Stakeholder Engagement

  • Build and maintain strong relationships with senior government officials, policymakers, industry executives, and community leaders.
  • Facilitate multi-stakeholder dialogues, roundtables, and expert panels to co-create solutions for Canadas digital economy challenges.
  • Communicate complex ideas effectively to technical and non-technical audiences, in both written and oral formats.

Business Development & Strategic Growth

  • Identify new opportunities for policy research and advisory work aligned with ICTCs strategic vision.
  • Contribute to the development of proposals, RFP responses, EOIs, concept notes, and funding pitches.
  • Collaborate with senior leadership to secure sustainable funding and partnerships.
  • Monitor funding landscapes and maintain a network of contacts to support business development objectives.

People & Project Leadership

  • Manage multidisciplinary research, policy, and evaluation teams; provide mentorship and professional development opportunities.
  • Oversee timelines, budgets, and deliverables for policy projects.
  • Foster a high-performance, collaborative, and values-driven culture.

Qualifications & Experience

  • Minimum 5+ years of experience designing and leading mixed methods research and policy initiatives, ideally in digital economy, technology policy, or innovation sectors.
  • Masters degree in Social Sciences, Public Policy, Political Science, Economics or a related field or equivalent experience.
  • Demonstrated excellence in qualitative research methodologies and survey design.
  • Experience with data collection, organization, cleaning, analysis, and visualization.
  • Proficiency in project management platforms (e.g., Wrike) and digital collaboration tools (O365 suite).
  • Exceptional critical thinking and communication skills; comfortable navigating complexity and ambiguity.
  • Strong analytical, writing, and presentation skills.
  • Experience working in a fast-paced, project-based environment with cross-functional collaboration.
  • Bilingualism (English/French) considered an asset
