Role OverviewThe HSE Supervisor plays a critical role in creating and maintaining a safe, healthy work environment in full compliance with WorkSafeBC regulations, the BC Employment Standards Act, the Canada Labour Code Part II, and any other applicable provincial or territorial OH&S legislation.
Based primarily in Metro Vancouver, this role will also require travel to other BC project sites as needed. The HSE Supervisor develops and enforces safety policies, oversees regulatory compliance, ensures training meets or exceeds legislative standards, and serves as the principal company representative for all EH&S matters. The position ensures operations meet or surpass due diligence requirements to protect workers, the public, and the company.
Key ResponsibilitiesStrategic – Planning & Leadership (15%)
Develop and maintain EH&S policies, programs, and training that meet or exceed all applicable legislation.
Promote a safety-first culture across all projects and divisions.
Conduct regular program reviews to ensure compliance, effectiveness, and alignment with industry best practices.
Operational Oversight (25%)
Collaborate with managers, superintendents, and Joint Health & Safety Committees (JHSC) to identify hazards and improve systems.
Oversee and support HSE Coordinators and site safety staff across multiple locations.
Ensure procedures meet WorkSafeBC and Canada Labour Code standards.
Provide guidance to supervisors on fulfilling their due diligence obligations under OH&S law.
Environmental Health & Safety Management (30%)
Act as the company's lead representative with all regulatory bodies (WorkSafeBC, other provincial OH&S divisions, WCBs).
Oversee hazard assessments, site inspections, and incident investigations in compliance with reporting timelines.
Ensure worker rights under the law are upheld, including the right to know, participate, and refuse unsafe work.
Maintain COR certification across all operations.
Training & Education (20%)
Ensure all workers receive mandatory safety training before site access.
Deliver training directly or coordinate certified trainers, ensuring all documentation meets legal retention requirements.
Provide supervisor training on their legal responsibilities under the ESA, OH&S Regulations, and the Canada Labour Code.
Regulatory Compliance & Reporting (10%)
Monitor legislative changes and update policies and procedures accordingly.
Maintain complete, accurate safety documentation per statutory retention requirements.
Ensure timely corrective actions for any identified non-compliance.
Bachelor's degree in Occupational Health and Safety, Construction Management, or related field (preferred).
Certified Safety Professional (CSP), Canadian Registered Safety Professional (CRSP), National Construction Safety Officer (NCSO), or equivalent designation.
Proven leadership experience in construction safety management with multi-site responsibility.
Strong knowledge of WorkSafeBC OH&S Regulation, BC Employment Standards Act, and Canada Labour Code Part II.
Experience with COR certification maintenance and audits.
Strong communication, investigation, and training delivery skills.
