Who We Are

The College of Complementary Health Professionals of BC (CCHPBC, or the College) is located on the traditional, ancestral, and unceded lands of the xmkym (Musqueam), Swxw7mesh (Squamish), and slilwta (Tsleil-Waututh) Nations. The College regulates over 12,000 health professionals, including chiropractors, massage therapists, naturopathic physicians, traditional Chinese medicine practitioners, and acupuncturists across British Columbia.

Formed on June 28, 2024, through the amalgamation of four provincial health profession regulators, the College was established as part of the Ministry of Healths initiative to modernize the health profession regulatory framework in B.C. Its primary role is to protect public health and safety by licensing and regulating health professionals and the settings in which they practice. This includes ensuring that every health professional within its purview is fully qualified to provide safe and ethical care.

About This Employment Opportunity

The College is seeking an Executive Director, Legal, Policy & Records Management. This full-time executive role demands exceptional judgment, a commitment to public protection strategic, solutions-focused and team-based approach. This position will develop and advance an executive office, supporting the Registrar/CEO, governance and related policies and processes.

The Executive Director serves as corporate governance, policy development, records management, alongside legal issues impacting College. Reporting to the Registrar/CEO, the Executive Director provides operational and strategic direction for the department, oversees the management of external legal services, and ensures that operational strategies are integrated with our strategic priorities and risk management framework. The Executive Director collaborates with the Superintendent and advances the standards of good regulation through measurable action plans and outcomes.

The Executive Director provides leadership on a broad spectrum of legislation, including the Health Professions Act (HPA), the Health Professions and Occupations Act (HPOA), associated regulations and bylaws, the Declaration on the Rights of Indigenous Peoples Act (DRIPA), the Freedom of Information and Protection of Privacy Act (FOIPPA), the Personal Information Protection Act (PIPA), and matters related to technology use and modernization. The Privacy Officer reports to the Executive Director.

This role requires exceptional judgment, a high degree of political acuity, and the proven ability to provide strategic counsel and lead a multi-faceted department in a dynamic regulatory landscape.

It is essential for all College staff to contribute to a team approach with a public protection focus, delivering efficient services that align with and allow the College to meet its regulatory, strategic, and operational goals. Guided by the LEADS framework, leaders are expected to demonstrate excellence across all five domains: Lead Self, Engage Others, Achieve Results, Develop Coalitions, and Systems Transformation.

Duties and Responsibilities (include but are not limited to)

  • Provide strategic leadership and comprehensive oversight for all operations within the Legal, Policy and Records Management department.
  • Serve as a principal advisor to the Registrar/CEO and the Board on critical legal, policy, and governance matters, ensuring alignment with organizational strategy and public protection mandate.
  • Direct the College's policy development processes, including the planning and execution of governance policy and related culture and change management initiatives.
  • Advance anti-discrimination and cultural safety through the development of appropriate policies and processes including Indigenous consultation.
  • Oversee the development, implementation, and consistent application of all College policies and frameworks, ensuring they are transparent, consistent, fair, and prioritize public safety in accordance with statutory objectives, standards, and case law.
  • Lead the management of legal affairs, providing expert counsel on complex regulatory issues and strategically overseeing the engagement and performance of external legal services.
  • Ensure the integrity and strategic management of the College's records, maintaining compliance with privacy legislation and best practices.
  • Drive transparency across CCHPBC operations and reporting, establishing effective mechanisms for public and stakeholder engagement.
  • Champion equitable processes, ensuring College policies and procedures do not create inappropriate barriers or disadvantage individuals with protected characteristics.
  • Fostering a highly collaborative environment within the department and across College divisions, ensuring seamless integration of legal, policy, and records management expertise to support cross-functional initiatives and shared objectives.
  • Direct and empower the teams responsible for policy, legal, and records management, providing executive coaching, mentorship, and performance leadership.
  • Oversee the strategic budgeting, forecasting, and staffing for the Legal, Policy, and Records Management functions.
  • Cultivate high-level relationships with government officials, healthcare providers, external research experts, and internal stakeholders to ensure policy alignment and collaborative outcomes.
  • Performs other duties, functions, and responsibilities as assigned by the Registrar/CEO.

Qualifications and Skills

  • Membership in good standing with the Law Society of British Columbia.
  • Minimum of ten to fifteen (10-15) years of progressive experience in legal practice, with significant experience in regulatory law, administrative law, public policy, and strategic planning.
  • At least five (5) years' experience in a senior leadership or executive role, preferably within a regulatory body, public sector organization, or equivalent, with responsibility for leading multi-disciplinary teams.
  • Proven expertise in developing and implementing governance frameworks, organizational policies, and strategic plans.
  • Strong leadership skills and a proven ability to coach and mentor team members, including a commitment to developing staff and teams.
  • Excellent oral, written, and digital communication skills.
  • Strong analytical skills, with the ability to apply insights to real-world applications and make sound decisions.
  • Strong understanding of privacy legislation and records management best practices.
  • Exceptional judgment and a high degree of political acuity.
  • Knowledge of the health regulatory framework in BC, including the Health Professions Act, and of the future Health Professions and Occupations Act is a significant asset.
  • Ability to manage complex projects, prioritize effectively, and thrive in a dynamic, high-stakes environment.
  • Commitment to public protection and the principles of good governance.

An individual who meets either the established formal qualification or the accepted equivalency can be considered equally for this role.

Compensation and Perks

The compensation for this position ranges from $162,100 to $195,200 annually, based on a 37.5-hour work week. The starting salary will be determined by factors such as the candidates job-related knowledge, skills, experience, the salaries of peers within the same range, market conditions, and other relevant considerations.
