The Program

Employment Services programming at the agency encompasses both group employment preparation activities and training, and individualized targeted support. The Journey to Employability (JTE) Program provides individualized support tailored to meet individual needs, as clients journey towards their employment goals. Services target adults who have had justice involvement and who are experiencing barriers to securing employment. Individuals are supported to identify needs and barriers, set goals, and develop action plans to reach their goals. Holistic wraparound supports are provided as needed to help clients advance towards employment and may include addressing basic needs, life management and employment related skill building, strategic career planning, and industry certification training. Relationships are established with community employers for the purpose of increasing awareness, education, providing opportunities for participation in programming activities, and to facilitate the hiring of clients. Both employers and clients continue to be supported once employment is secured to assist clients with maintaining employment and to promote employee retention and ensure employer needs are being met.

All adult serving programs are delivered by a dynamic and interactive team that works collaboratively to provide effective and coordinated services to all clients. All programming offers client-centred, strength-based, trauma-informed services and support; access to other internal programs and services or external resources is facilitated as needed.

The Position

Reporting to the Adult Community Services Team Lead, the Client and Service Outcomes Specialist will work collaboratively with the Adult and Employment Services teams. They will work most closely with the Employment Services team to develop and implement data collection and outcome measurement tools in relation to program activities serving clients, employers, and community agencies. They will establish a comprehensive evaluation framework that captures the impact of the interconnectedness of CJHS adult services programming serving JTE clients, the specific employment related services and wrap-around supports used to support clients on their journey towards employment, the measurement of client progress towards goals, and actual goal attainment. Outcome measurement tools will also be developed for employers and external agencies to align with success indicators. Creating efficient and effective strategies for evaluating program outcomes, including employer and community engagement is integral to this role. The Client and Service Outcomes Specialist will assist with administering evaluations with clients, employers, and external agencies and monitor completion of accurate data collection and input into the agency database in accordance with these activities. They will provide technological support needed to ensure the data collection methods and outcome measurement tools are aligned for compatibility within the existing agency database and provide ongoing support to ensure accurate capturing of data for reporting purposes. The Client and Service Outcomes Specialist will work very closely with two Employment Developers to complete internal and external quarterly reporting for the agency and the funder and assess data collection and evaluation activities at these intervals to ensure continuous quality improvement over the course of the program.

Position Responsibilities

  • Work collaboratively and intentionally with Employment Services and other adult service teams to ensure integrated data collection and outcome measurement processes
  • Work with clients to connect them with employers.
  • Develop JTE service delivery documents including, but not limited to: intake and assessment, employment service plans, integrated services tracking, and outcome measurement and evaluation tools for client case management, employers, and community agencies
  • Collaboratively determine efficient and effective strategies for data collection, outcome measurement, and evaluation processes
  • Lend technological support and assistance to align data collection, outcome measurement and evaluation within existing internal database system
  • Guide staff to accurately use data collection and outcome measurement tools, continually monitoring for accuracy and timely input of information into database system
  • Assist Employment Developers with administration of evaluations with clients, employers, and external agencies
  • Continually monitor and revise as needed, intake and assessment processes, outcome measurement and evaluation tools for quality improvement purposes
  • Work collaboratively with Employment Developers to complete quarterly internal and external reports
  • Complete administrative tasks in a timely manner
  • Participate in regularly scheduled agency and team meetings

Qualifications

The Client and Service Outcomes Specialist will have relevant post-secondary education and/or experience with the development and implementation of data collection, outcomes measurement and evaluation tools. They will create relevant intake, assessment, action plans, goal progress and related documents that best captures needed data to speak to identified success indicators and program outcomes for reporting purposes. The Client and Service Outcomes Specialist will have strong IT skills and knowledge of database systems to ensure compatibility for data collection and input into an existing database for outcomes reporting. They will be outgoing, creative, innovative, enthusiastic and value building relationships and working collaboratively within a team to achieve program success. The successful candidate will be a strong team player, an active listener, and able to demonstrate exceptional leadership skills. A valid drivers license and reliable vehicle are required. A current criminal record check (CPIC) is required (within the past 3 months).
