ACCOUNTABILITY STATEMENT:
The Materials Strategy and Project Development Specialist is responsible for ensuring the strategic planning, sourcing, and management of materials required for complex projects. By developing accurate Bills of Materials (BOMs), coordinating with vendors, and monitoring supply chain variables such as cost, availability, and delivery schedules, the Specialist helps maintain production continuity, control inventory levels, and minimize deviations from project budgets and timelines.
MAJOR DUTIES/ RESPONSIBILITIES:
  • Prepare and maintain detailed project BOMs based on scope, procedures, and drawings, supporting projects valued at $50M–$200M.
  • Convert engineering drawings into manufacturing BOMs, ensuring completeness for procurement (pricing, scheduling, parts).
  • Create inventory items in advance to support engineering and maintain BOM accuracy.
  • Analyze and adapt BOMs as design revisions occur; manage 500 BOMs per car across 11 production stations on a 2-week cycle.
  • Develop and implement procurement plans to ensure timely, cost-effective, and quality material supply.
  • Source vendors based on past projects and forecasted needs; manage vendor relationships to align with project scope, customer requirements, and government directives.
  • Prepare and submit requisitions and RFQs for non-generic components; support procurement during evaluation and selection.
  • Monitor vendor performance, address deficiencies, and manage exceptions including sourcing alternatives for discontinued or defective products.
  • Create and manage supply chain schedules aligned with production timelines.
  • Coordinate material templating, prototyping, and adaptation between production and vendors.
  • Liaise with suppliers and engineers to resolve material issues and ensure delivery commitments.
  • Coordinate shipping of ONTC/customer-supplied materials and co-production activities to control costs and maintain schedules.
  • Ensure vendor compliance with quality standards and delivery timelines.
  • Monitor material exceptions to minimize cost and availability impacts; manage customer quality/spec exceptions and seek compensation when needed.
  • Identify and submit required vendor documentation (e.g., Health & Safety, contract compliance).
  • Provide materials management support for bids, including cost and delivery estimates, and ensure all components and ancillary costs are included.
  • Support project documentation and ensure materials scope aligns with customer requirements.
  • Assist Engineering and QA with warranty processing and post-production requirements (e.g., paint, anodizing).

REQUIREMENTS:
  • College diploma in Business Management, Business Administration, Supply Chain Management, or a related field
  • Minimum 2 years of experience in material handling, warehousing, inventory, logistics, material planning, purchasing, or related supply chain functions
  • 2 years of experience in the industry, project management, engineering, quality assurance, procurement and rail industry specific knowledge
  • 1–2 years of experience in supply chain management for large-scale projects is considered an asset
  • Professional certifications such as PMP, SCMP, or P.Eng are considered strong assets
  • Proficient in logistics and inventory management systems
  • Experience with ERP/EAM platforms such as Hexagon and Oracle
  • Skilled in SharePoint for collaboration and document management
  • Experience with CAD software is considered an asset
  • Strong understanding of materials processes including BOM, RFQ, shipping, receiving, picking, and inventory control
  • Proficiency in Microsoft Office Suite; advanced Excel skills are considered an asset
  • Ability to interpret mechanical drawings and technical documents
  • Familiarity with ISO 9001 standards is considered an asset
  • Strong communication and interpersonal skills with the ability to collaborate on materials management matters
  • Self-directed, organized, and able to prioritize workload to meet deadlines
  • Capable of working independently and solving material-related issues with minimal guidance
  • Demonstrated ability to make sound, fact-based decisions
  • Well-versed in project management principles and practices
  • Commitment to health and safety
