Job Description

The House of Commons' Finance Services is currently looking to staff the Specialist, Procurement position.

In the Specialist, Procurement role, you will conduct procurement of varying complexity on behalf of the House of Commons. At times you will support a Senior Specialist, Procurement in designing and executing complex procurement, and/or you will lead straightforward procurement projects from end-to-end. You will conduct financial and market analyses, develop, and execute sourcing and procurement strategies, negotiate directly with vendors, and complete project documentation with precision. You will support Senior Specialists or clients in contract and vendor performance activities. You will provide training to clients on the execution and documentation of call-ups against agreements. To succeed in this role, you will leverage a minimum of 5 years of procurement experience including demonstrated expertise in negotiating contract amendments and/or single source agreements. You will also be expected to lead or contribute significantly to the development and execution Requests for Proposals (RFPs), whether in full or in part. In addition, your ability to analyze key procurement related elements, such as contract terms, pricing structures, supplier capabilities and market conditions will be essential to supporting strategic sourcing decision ensuring value for the House of Commons.

Qualifications

Education :

  • Bachelor's degree or college diploma in administration, finance, or commerce, supplemented by formal training and certification in the field of professional procurement management or market/supply chain management OR an acceptable combination of education, training, and experience.

Experience :

  • Practical experience in managing multidimensional procurement projects and issues in public administration;
  • Experience in supporting multi-year procurement plans, requirements, and practices, strategic procurement planning, negotiating, and administering complex, unique, or sensitive service area business, and applying policies and directives to resolve problems;
  • Experience leading or supporting the end-to-end procurement lifecycle, including requirement definition, market analysis, solicitation development, evaluation, and contract award;
  • Demonstrated ability to advise internal clients on procurement strategies, risk mitigation approaches, and the interpretation of relevant policies and guidelines;
  • Experience drafting and managing procurement documentation with accuracy, including statements of work, evaluation criteria, negotiation records, and contract amendments;
  • Experience with sourcing strategies for both goods and services, including competitive and non-competitive approaches, within a public sector or regulated environment.

Assets :

  • Proficiency with Microsoft Office Suite, including Excel.
