ACCOUNTABILITY STATEMENT:
The Manager, Information Management (IM) manages the planning, development and management of multiple teams to ensure the effective stewardship of the agency's information assets. This position leads a team of information management professionals to promote and facilitate good recordkeeping, access and privacy practices across the enterprise, ensuring compliance with legislative and regulatory requirements.
MAJOR DUTIES/ RESPONSIBILITIES:
  • Champion the IM program, establishing its credibility, integrity, and executive presence positioning it as a key business resource.
  • Communicate with key stakeholders to promote understanding of how information supports business processes.
  • Define and set the goals and objectives for the enterprise IM program to ensure a comprehensive, cross-functional approach
  • Demonstrate the value of the IM program to secure resources and define current and future program and staffing requirements.
  • Exercise leadership, accountability and authority across multiple teams in the areas of organizational design, recruitment and retention, talent management, and labour relations matters.
  • Empower staff through coaching, mentoring, collaboration and ongoing development to drive high performance
  • Develop, manage, and monitor the IM cost center to support program goals and priorities.
  • Oversee the development and maintenance of an enterprise-wide IM regulatory framework to guide program scope and strategic priorities.
  • Communicate IM legislative, regulatory and government requirements through education and relationship-building to improve compliance.
  • Review and recommend business policies and processes to comply with IM-related legislation and regulations.
  • Develop and implement IM compliance strategies and enforce corrective actions to ensure proper governance, security and use of information.
  • Provide information to the agency's privacy regulator and oversight ministry to demonstrate accountability.
  • Provide direction and support for the agency's Access and Privacy Management and RIM programs, in accordance with FIPPA, the ARA, related regulations and best practice.
  • Evaluate the effectiveness of the Access & Privacy Management and RIM programs and set improvement targets.

REQUIREMENTS:
  • Degree in Information Management, Privacy, Records and Information Management, or a related field
  • 5+ years of progressive leadership experience in Information Management
  • Certifications in CIPM, CIPP, CIPT, AAPP, CAPP, MAPP, CRM, or IGP is preferred
  • Proficient in Microsoft Office Suite and comfortable using technology; strong aptitude for learning and adapting to new systems and tools.
  • Knowledge of records and information management, information security, privacy principles, and related legislation, regulations, and government directives.
  • Experience working with information systems, content management systems, cloud computing, IT infrastructure and cybersecurity practices, with a solid understanding of IT operations.
  • Proven ability to lead and mentor teams, manage projects, drive organizational change, and build strong, collaborative relationships across departments.
  • Demonstrated skill in making informed, timely, and strategic decisions.
  • Experience developing and implementing long-term strategies aligned with organizational goals.
  • Understanding of business processes and how information management supports agency objectives.
  • Experience identifying program needs, success factors, resource requirements, and constraints.
  • Strong communication skills with the ability to engage effectively with executives, staff, and external partners.
  • Proficiency in presenting complex information clearly and persuasively.
  • Expertise in identifying, assessing, and mitigating information management risks.
  • Strong analytical skills with the ability to assess complex issues, identify root causes, and develop effective solutions.
