Job Description

We are currently seeking a qualified Lead / Field Engineer Lead Field Specialist – RSSOM – to join our Infrastructure team, based out of Toronto, ON. The Lead Field Specialist will be is responsible for overseeing the design, construction and interface of the Step-up Substation (SUSS) and Operations, Maintenance and Service Facility (OMSF). Bechtel, Bantrel and Accenture, have been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto's busiest districts and brings much needed additional connectivity and capacity to the city's public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.

SUSS is a power facility that will be supplying permanent power to the future Ontario Line traction and stations with a fast-paced schedule of construction. The facility is an at grade construction of the steel structure building and transformer pads which is located alongside the existing Lakeshore West rail corridor. Therefore, there is a considerable interface with an active rail corridor which requires meticulous planning and execution. This facility has a direct interface with the Exhibition Place and Liberty Village hence it would require active engagement with many stakeholders which need care, consideration and communications.

OMSF is a critical piece of infrastructure in the Ontario Line located in Thorncliffe Park. This facility will house the Maintenance and Power Facility along with the Yard and Operations Control Centre. The construction duration is conservative and involves managing multiple interfaces with the City of Toronto (CoT) and other Civil Parent Companies (Pco). This role will also require active interactions with major stakeholders like CP Rail, HONI, etc.

The Lead Field Specialist will oversee construction and interface activities at two critical RSSOM facilities:

  • Step-Up Substation (SUSS): A high-voltage power facility supplying permanent traction and station power, located adjacent to an active rail corridor.
  • Operations, Maintenance and Storage Facility (OMSF): A major facility in Thorncliffe Park that includes the Operations Control Centre, Maintenance and Power Facility, and train yard.

The Lead Field Specialist will report to the Construction/Project Manager.

  • Overseeing the PCo works at SUSS and/or OMSF, being the DP representative on site.
  • Maintaining high quality daily records of observations and other information gathered including site personnel, materials, equipment, work completed (installed quantities) and issues arising.
  • Support the Field Specialist for quantity take-off and reporting by providing insights towards schedule analysis and impact on the duration of activities.
  • Reviewing deliverables and other submittals prepared by PCo related to design, construction or construction support for SUSS and OMSF. Identifying non-conformances or other items that require addressing to benefit the project. Specific focus on Inspection and Test Plans (IPTs).
  • Overseeing that the PCo works at SUSS and OMSF are in accordance with the contract in terms of health, safety, environment, quality, schedule and cost performance. Identifying and reporting any non-conformances. Specific focus on witness and hold points identified in ITPs.
  • Understanding and supporting the PCo about working adjacent to an active rail corridor with workplans, risk assessment and permit requirements as per the GEI.
  • Overseeing the PCo works at SUSS are in accordance to the RCAC permits and GEI standards.
  • Reporting progress, identifying risks, highlighting emerging issues and escalating to the Construction Manager for SUSS and OMSF.
  • Providing input to and participating in plans and actions to address non-conformances, avoid or mitigate risks and mitigate emerging issues.
  • Engaging discipline leads for subject matter expertise in health & safety, environment, quality, contracts, permits, project controls and interfaces, implementing direction provided.
  • Building relationships with the PCo site team.
  • Validating progress reports and other data prepared by the DP and PCo against own observations and records.
  • Providing input to the DP progress and weekly/monthly reports for SUSS and/or OMSF.
  • Ensure compliance with the project ES&H program as well as monitors the activities of contractors to ensure compliance with project technical requirements.
  • Provides leadership for and creation and ongoing maintenance of a safe workplace and environment as a priority in the delivery of all work.
  • Responsible for managing a team of field specialists, assigning responsibilities, identifying priorities, performance reviews and development plans, and arranging overtime approvals requests.
Qualifications
  • Relevant bachelor's degree from an accredited university. Relevant experience: 5-7 years or total experience of 10 years.
  • Previously held construction supervision role(s) with responsibility for construction of infrastructure of similar scope, size and complexity to a deep underground station on a metro project.
  • Experience of working on infrastructure mega-projects, preferably rail projects in urban areas.
  • Good relationship building and communication skills (verbal and written).
  • Expertise in MS Office and Bluebeam. Expertise in AutoCad and Naviswork is preferred.
  • Demonstrated commitment to Environment, Safety and Health (ES&H).
  • Demonstrated commitment to Zero Accident safety programs.
