The Roads Operator is responsible for year round maintenance of the roads, roads related Municipal property (e.g. ditches, trees and boulevards) and roads related infrastructure (e.g. sidewalks, bridges, guardrails) in accordance with Municipal objectives and Standard Operating Procedures. The Roads Operator is responsible for safely operating specialized light to heavy duty equipment, ensuring the municipal road system is maintained in a safe state of repair and in compliance with expected levels of service.

Compensation
Compensation would be administered in accordance with the licensing requirements and the terms of the collective agreement. Union dues payable after thirty (30) consecutive calendar days. Operator will receive step 1 for less than one year or service, step 2 for more than one but less than two years of service, and step 3 for more than 2 years of service.

  • Step 1 - 90% - $31.73
  • Step 2 - 95% - $33.50
  • Step 3 - 100% - $35.26
Qualifications
  • High school Diploma, specialized training in Heavy Equipment operation (with Certification) would be considered an asset.
  • Three (3) years related experience in snow plow operation, heavy equipment operation and physical manual labor. Work experience operating a Grader would be preferred.
  • Completion of Ontario Good Roads Association courses in Roads Construction or Roads Maintenance would be preferred or a willingness to attain.
  • Verbal communication skills including listening skills, courtesy, tact, respect, explanation and judgment.
  • Interpersonal skills and customer service orientation.
  • Organizational and time management skills.
  • Analytical and problem solving skills.
  • Computer skills including expertise on Email, Word, and Internet would be an asset.
  • Ability to maintain legible, accurate operational, vehicle and equipment records.
  • Ability to work independently, demonstrate initiative and perform activities based on operational needs to provide a safe road system.
  • Traffic Control training (as defined under the Ontario Traffic Manual Book 7) and Chainsaw certificate are preferred or a willingness to attain.
  • Mechanical aptitude and/or skills related to vehicle maintenance and repair are preferred.
  • Demonstrated knowledge of and proper use of Personal Protection Equipment.
  • Training and/or knowledge of safety requirements related to Confined space entry, WHMIS, Construction regulations, Occupational Health and Safety Act and other roads related regulations and guidelines would be an asset.
  • Experience operating a (CVOR) tandem or single axle snow plow.
  • Experience working with concrete, asphalt and soils would be considered an asset.
  • Valid and satisfactory ‘DZ' license is required; ‘AZ' license would be considered an asset.
  • Experience with manual and automatic transmission operation on heavy duty CVOR vehicles required.
  • Valid and satisfactory Criminal Record and Judicial Matter Check and clean MTO issued Drivers Abstract will be required.
  • Availability and flexibility to work evenings, weekends and On-Call.
Responsibilities
  • Provide winter roads maintenance services such as plowing, salting and sanding of all roads. Operate the loader to fill trucks with sand/salt, operate the truck to dispense the sand/salt and operate related snow plow equipment for snow removal.
  • Provide roads related infrastructure winter maintenance services (where applicable) such as removal of snow from sidewalks and Municipally owned property and operate snow removal equipment (e.g. shovel and snow blower) for this purpose.
  • Provide summer road allowance maintenance and construction services such as identify the need for road repair (E.g. potholes, bumps, swales), clear, grade and compact road surface in preparation for repair; apply gravel, asphalt or alternate surface treatment as required. Operate equipment related for construction and repair of roads, such as trucks, grader, loader, sweeper and compactor.
  • Provide summer road maintenance services related to dust control on gravel roads including grading roads, and applying calcium and water mixture to reduce dust related to travel on the roads in the summer. Operate the road sweeper to clear roads of dirt and debris and as required sweep and pick up (shovel or loader) dirt and debris and place in dump truck for removal.
  • Provide summer maintenance services for roads related Municipal property such as clearing of ditches for water and snow drainage, cutting of grass on said property, clearing of debris and garbage from sides of roads, including operation of equipment such as riding and hand-held mower, weed eater and tractor with cutting arm, performing ‘locates' for services such as gas, telephone and hydro when undertaking any type of digging.
  • Provide chipping and brushing services to all Municipal property including cutting down trees, limbs, brush to clear sight lines and/or safety concerns; chipping and disposal of material. Operate chain saw and related equipment for the purpose of clearing trees, limbs and brush.
  • Install, repair and maintain Municipal road infrastructure (where applicable) such as sidewalks, steps, bridges, road signs, culverts storm sewers and sanitary sewers.
  • Inspect prior to use and maintain all equipment including hand held and heavy equipment (where applicable). Include recording of work being done on equipment such as (but not limited to) repairs and replacements of broken lights or parts, welding, greasing, oil changes, tires, equipment attachments etc. Responsible for safe operation of all heavy equipment such as loader, back-hoe, excavator, dump trucks, grader, tractor, trailer, steamer, chipper, snow plow etc.
  • Perform ‘On-Call' duties as required, which may require work in the evenings and on weekends, and make every effort to be available under circumstances where service is required of staff to perform duties after hours other than those periods of time scheduled as ‘On-Call'.
  • Adhere to high standards of ethical behavior and demonstrate their understanding that their personal actions impact the public's perception of the Municipality.
  • Perform other duties as assigned by the Supervisor, Roads or designate.
