announces an opening for the position of
COMMUNICATIONS ANALYST
SALARY RANGE: Approx. $95,020 – 105,325 annually
POSITION SUMMARY:
The Communications Analyst is responsible for the administrative and technical management, operation, and support of all policing clients on the City of Windsor Public Safety Project 25 (P25) 800 MHz Radio System, ensuring that the radio system meets the high standard of public safety and operational needs. This will include system, user, and device management and support. These responsibilities extend to other existing and future strategic communications systems.
JOB DUTIES:
Leadership
  • Serve as a radio system lead and advisor to radio system stakeholders.
  • Collaborate with key stakeholders, to ensure the radio system meets operational requirements and regulatory standards.
  • Develop, maintain and communicate a long-term vision for the radio system, aligning it with stakeholder goals and requirements, and ensuring the system supports future technological advancements and community needs.
  • Provide innovation leadership and ensure the radio system is continuously evolving to enhance operational efficiency, security, and interoperability in order to meet the dynamic needs of public safety and emergency response.
  • Ensure the system is effectively maintained, upgraded, and scalable.
  • Lead the development and execution of emergency preparedness plans, ensuring the radio system remains operational during crises, and that contingency measures are in place for system failures.
  • Develop / maintain a program of robust security protocols, regular audits, and ongoing monitoring to protect the radio system from unauthorized access, cyber threats, and data breaches.
  • Participate in the City of Windsor Radio System Working Group.
  • Report key radio system information to WPS SLT, stakeholders, and the City of Windsor Radio System Working Group.
  • Ensure consistency in training, skills and protocols across the Windsor Police Service.
System Management
  • Oversee and manage the radio system infrastructure, user gear, and 911 consoles ensuring continuous operation.
  • Ensure optimal radio system performance and manage service incidents with detailed reporting.
  • Provide support for radio infrastructure, user gear, and 911 consoles, including programming, troubleshooting, performance tuning, and security.
  • Manage internal, external, and vendor support tickets and notifications from initiation through full resolution.
  • Manage the lifecycle of the radio system and equipment and collaborate with WPS subject matter experts, the City of Windsor, and vendors on system design and configuration.
  • In collaboration with WPS subject matter experts, the City of Windsor, develop preventative maintenance plans, fault management protocols, and oversee the optimal operation and maintenance radio system infrastructure, networking, equipment, facilities, electrical, HVAC and security.
  • Develop and maintain a best-practice methodology for configuring users, groups, and access.
  • Assess and recommend hardware/software for performance and cost-efficiency.
  • Monitor system capacity and usage and provide analysis for forecasting and system optimization.
  • Develop and maintain protocols to ensure encryption key integrity and security.
  • Develop and maintain protocols to ensure code-plug integrity and security.
  • Manage talk-groups for policing clients.
  • Develop and maintain logical and physical security programs and systems.
  • Oversee a physical inventory management and audit program.
  • Ensure that all radio protocols, maintenance activities and projects consider the 100% uptime requirements of the Windsor Police Service.
  • Work with Innovation, Science and Economic Development Canada as required to address interference and frequency issues.
  • Actively participate as communications support during emergencies and special events.
  • This position will be required to provide after-hours support.
Projects
  • Manage multiple radio system projects and initiatives simultaneously.
  • As a project manager for radio system initiatives, lead the implementation of operational and innovative solutions.
  • Develop, analyze, maintain and communicate project proposals and/or charters to determine objectives, scope, deliverables, milestones, time frames, estimated costs, funding sources, project staffing requirements, project team member responsibilities, and project stakeholders.
  • Develop, analyze, maintain and communicate project plans to identify and schedule project activities and tasks.
  • Provide support to project team members throughout the project life cycle.
  • Help resolve competing priorities between stakeholder groups by facilitating stakeholder discussions and escalate issues where appropriate.
  • Maintain and track project scope and project requirements throughout the delivery process.
  • Develop, analyze, maintain and communicate detailed project budgets and financial reports.
  • Manage the expectations, activities and performance of vendors and third-party stakeholders for projects.
  • Develop and deliver project status reports and presentations to key stakeholders, including the appropriate Work Group and Steering Committee.
  • Coordinate, document and maintain project risk assessments and mitigation plans.
  • Ensure that the radio system remains operational during all project activities and tightly coordinate all and any potential risks with all public safety stakeholders.
  • Coordinate the development of project training materials, and coordinate and/or deliver project training as required.
  • Act as an advisor to radio system stakeholders on key business decisions related to projects.
  • Ensure that project objectives are achieved.
  • As required, coordinate and develop post-project evaluations and identify successful and unsuccessful project elements to improve future projects.
  • Create project documentation/artifacts as appropriate.
Procurement and Contracts
  • Lead and manage radio system vendor and tenant relationships.
  • Lead radio system procurement activities.
  • Ensure radio system procurements comply with the City of Windsor Purchasing Bylaw 93-2012.
  • Participate with the City in the development and renewal of radio system contracts, in consultation with various stakeholders, (Radio System Working Group, Radio System Steering Committee, IT Management, City Finance, City Purchasing and City Legal), to ensure WPS needs are properly addressed.
  • Ensure compliance with the terms and conditions of existing contracts.
  • Monitor vendor performance to ensure that all contractual obligations are met while mitigating risks and ensuring value for the City of Windsor.

ESSENTIAL QUALIFICATIONS:
  • Must possess a University Degree in Computer Science, Engineering or related technical field of study, or a three-year Community College Diploma in a similar program.
  • Must have a minimum of 5 years' experience in Information Technology in areas and/or P25 radio system administration.
  • Must have demonstrated ability to manage and support complex, mission critical systems.
  • Must have proficient understanding of networking concepts and technologies.
  • Must have user management experience, including account creation, role assignment, authentication, access control, and activity logging.
  • Must have a demonstrated ability to effectively learn complex concepts and technical details;
  • Must have a demonstrated ability to work independently and within a team environment;
  • Must have effective oral and written communication skills including the ability to understand, compile and sort technical data for recommendations and presentations to decision makers.
PREFERRED QUALIFICATIONS:
  • Formal training in P25 radio system administration.
  • Five-years' experience administering and supporting a digital P25 radio system(s) and end user equipment.
  • A proficient understanding of radio frequencies and related issues.
  • A basic understanding of Computer Aided Dispatch.
  • Project management experience.

Communications Analyst works a Monday to Friday, 8am-4pm, with after-hours support as required. This is a full time in-office position.
