Job DescriptionJob Description:Job Title: Manager of Licensed Care Department: Licensed Care Reports to: Director of Licensed Care Operations Days of Work: Wednesday to Sunday (5 days/week, covering weekends) Hours of Work: 08:30-16:30 Island Community Mental Health: Operating since 1956, Island Community Mental Health (ICMH) is a leading non-profit organization committed to delivering best practices in evidence based programming and service provision within the mental Health and substance use sector. ICMH provides person centered, recovery oriented, and psycho-social rehabilitation (PSR) informed-care across a spectrum of services including housing and housing supports, group and one-on-one programming, and in Licensed Care settings. We promote personal wellness and community integration by providing meaningful and effective services to our clients, residents and community members living with the experience of mental health challenges. More information is available at: www.icmha.ca Purpose: Reporting to the Director of Licensed Care operations (DOLCO), the Manager of Licensed Care manages the interdisciplinary residential Licensed Care team(s) and programs. This includes program planning, managing program finances, program performance, addressing issues, and preparing program related reports and other documents. This also includes direct supervision of Licensed Care staff by carrying out duties such as performance and attendance management, assigning work, providing feedback and evaluation, determining training requirements, orienting new staff and maintaining timekeeping and attendance records in a unionized work environment. As well the PSR programs manager works collaboratively to implement and evaluate strategic plan goals and objectives, policies, and work method procedures. The Manager of Licensed Care assists in the recruitment and selection of staff by performing duties such as reviewing applications, providing input into the development of interview questions, and participating on interview panels. The manager also represents ICMH in meetings with other organizations and stakeholders while providing inspirational leadership to a team of employee's. As an ICMHA manager a) Takes direction from and works collaboratively with leadership team members the development and implementation of programs, projects and initiatives. b) Fosters family and client centered care in a collaborative and positive work environment. 2. Manages all aspects of Licensed Care a) Staff in a unionized environment including full-cycle recruitment, selection and onboarding of qualified staff in collaboration with human resources. b) Ensures adequate staffing levels and scheduling management including documentation for payroll according to set dates and ensure accurate. c) Manages licensed care staff including: delegating tasks, managing performance, approving leaves, ensuring compliance with occupational health and safety as well as workplace operational policies and procedures. Initiates immediate action to correct non-compliance with critical policies (e.g. safety protocols). Recommends disciplinary action up to an including dismissal. Responds to grievances at step 1. Supports student practicum and volunteer placements. d) Conducts program planning in collaboration with leadership team members, to ensure ICMH licensed Care programs anticipate and adapt to changing conditions and future developments. e) Manages compliance of quality standards, procedures in alignment with legislation, regulations, contract obligations, accreditation standards, collective agreements and best practices. f) Ensures that day-to-day operations are aligned with the strategic objectives and operational priorities as directed by the ICMH leadership team, and comply with operational policies, procedures and funding agreements. g) Conducts licensed care-related issues management and escalates unresolved issues to the programs Director of Licensed Care Operations/ED, as necessary. h) Manages related program finances (e.g. including program expenditures, payroll and benefits) in collaboration with the Director, Finance, and within approved budgets consistent with financial management policies and procedures. 3. Conducts and/or contributes to stakeholder consultations and relationship management activities a) Develops mutually respectful relationships with representatives from all levels of government and other community agencies and collaborates on issues of mutual interest. b) Manages or contributes to formal and informal stakeholder/funder consultations to gather input or seek feedback on ICMH existing or planned programs or services. c) Initiates and maintains relationships with key contacts to collaborate on initiatives, seek/obtain funding, exchange information and advance ICMH objectives. d) Represents the ICMH in meetings and at events to showcase programs and services and contribute/gather expertise related to best practices in community mental health. 4. Manages projects and initiatives a) Informs the development of options and recommendations and/or manages implementation of new/improved initiatives and/or advance ICMH licensed care-related objectives, under direction of the ICMH leadership team. b) Participates in opportunities for fundraising campaigns and participates in special events/workshops etc., in the local community. 5. Manages program documentation and reporting: a) Interprets, explains and ensures that applicable requirements and provisions of the licensing act and regulations are followed to promote the health, safety and well-being of residents. This includes ensuring compliance with licensing requirements, including complaints of contraventions to the Act and regulations are reported within timeline requirements. a) Maintains information systems for program-related data consistent with information and privacy requirements. b) Manages program-related reporting, including statistics, key performance indicators, status reports, etc. including formal reports, web-platform materials, etc. for ICMH leadership and funders. 6. Performs other related duties. Performs other related duties. *** Staffing Criteria Education: · A degree in a related human/social service field is preferred i.e. Social work, psychology, leadership. · Conflict resolution/crisis prevention training and experience is preferred. · Applied Suicide Intervention Skills Training (ASIST). Experience: · A minimum of 3-5 years' recent, related experience including at least one year supervisory experience in non-profit mental health program management or in a related social service field is required. · Demonstrated experience working successfully with populations impacted by homelessness, addictions and/or mental health issues. · Related experience in mental health program management is preferred.
