In this role, you will play a key part in driving HR operational excellence by overseeing payroll, benefits, pension and 401(k) administration, and workforce planning activities. The HR Manager - Operations & Planning will collaborate with the HR Director to manage core HR functions, support organizational design, lead attendance and disability case management, and ensure compliance across operations in both Canada and the US. This position contributes to the development and execution of HR policies and strategies that align with business objectives and enhance overall organizational effectiveness.
Major Responsibilities
|| HR Operations Management
- Oversee day-to-day HR operations, including payroll, benefits administration, pension, employee data management, and ensuring compliance with relevant regulations.
- Manage end-to-end payroll processing, ensuring timely and accurate execution across multiple employee groups.
- Oversee administration and compliance of employee pension plans and 401k retirement plans, working with plan providers and internal stakeholders.
- Administer and optimize employee benefit programs.
- Oversee attendance and disability case management in accordance with policies and regulations.
- Responsible for the management of learning programs including assessing training needs and ensuring continuous improvement and employee development that meets employee and company needs.
- Establish a structured, effective performance management system, that aligns employee performance with company goals.
|| Workforce Planning
- Lead workforce planning initiatives, including analyzing headcount data, forecasting and planning workforce needs while considering operational efficiencies.
- Support organizational design efforts by reviewing job structures, department alignments, and reporting relationships.
|| Process Improvement
- Identifying and implementing human resource related improvements in processes to enhance efficiency and effectiveness.
- Prepare and manage HR department budgets.
- Forecast costs related to recruitment, training and employee engagement.
|| Data Analysis and Reporting
- Analyzing HR data to identify trends and inform decision-making, as well as preparing reports on key HR metrics.
- Develop and analyze workforce reports and dashboards to support strategic HR decision-making.
- Conducts comprehensive research on current HR trends and formulates proposals to implement improvements, and/or optimize efficiencies within human resources functions.
|| Strategic Planning
- Contributing to the development of HR strategies and policies that align with the organization's goals.
- Demonstrates a proactive approach to identifying opportunities for continuous improvement and strategic enhancement of HR processes.
- Lead or support organizational changes, restructuring or cultural initiatives.
|| Collaboration
- Working with cross-functional teams to align HR practices with other business areas and ensure smooth integration of HR processes.
|| Leadership and Mentorship
- Providing leadership and guidance to HR staff, fostering a culture of continuous learning and development.
|| Other
- Maintain compliance with relevant employment laws, tax regulations, and internal HR policies.
- Continuously improve HR operations through systems auditing and sourcing out new suppliers/systems where appropriate, policy reviews, and process redesign.
- Special Projects as may be assigned, addressing specific challenges and contributing to the overall strategic objectives of the HR team and Company objectives.
Qualifications and Requirements
To succeed in this role, the successful candidate should have:
- Bachelors degree in Human Resources, Business Administration or related field.
- 5+ years of HR experience with at least 3 years in a managerial or lead role.
- Payroll and Benefit certifications, such as CEBS and/or CPP, are an asset.
- Expert level knowledge of payroll processing and systems including SAP and Dayforce and payroll legislation in both Canada and the US within a union environment.
- Proficient knowledge of group benefit administration in both Canada and the US including vendor relations and open enrollment.
- Strong understanding of pension and 401k plans in both Canada and the US including compliance and audits.
- Experience overseeing attendance management programs is required
- Disability case management, including workers compensation, and return to work program development is required.
- Demonstrated proficiency in coaching, developing and managing teams
- Strong understanding of HRIS platforms, including BambooHR, and workforce analytics tools.
- Strong understanding of organizational design principles and workforce planning methodologies and skills gap analysis is an asset.
- Experience working within a unionized environment.
- Proficiency working with Microsoft Office as well as web-based applications such as Power BI.
- Excellent communication, problem solving and stakeholder engagement skills.
- Ability to exercise sound judgment and initiative.
- Ability to prioritize work requirements.
- High level of interpersonal skills, integrity and confidentiality.
- Maintain a high degree of confidentiality and manage sensitive information with discretion and integrity.
- Proficiency with speaking and writing in French is considered an asset.

Working Conditions
- Monday to Friday (days), with flexibility to work statutory holidays and additional hours as required to meet deadlines.
- Much of the time is spent in an office environment which consists of sitting at a desk, viewing a computer screen, attending meetings with frequent opportunity to move about.
- Regular travel both in Canada and the United States is required, with minimal notice at times. May be exposed to adverse weather conditions due to travel throughout Canada/US with overnight stays required.
- Regular need to concentrate on reading policies, manuals, collective agreements, legislation.
- Daily mental pressures related to timely decision making with high organizational impact.
