About the Role
We are seeking a proactive and detail-oriented Bilingual Human Resources & Payroll Generalist to join our Canadian operations. This role is responsible for administering payroll, supporting core HR functions, fostering a safe and inclusive workplace, and ensuring compliance with federal and provincial employment legislation. The ideal candidate will be fluent in English and French, with a solid understanding of Canadian payroll systems, HR practices, and occupational health and safety (OHS) regulations.
Major Duties and Responsibilities
Payroll:
- Process accurate and timely payroll for employees across Ontario, Quebec, Manitoba, and British Columbia, ensuring compliance with CRA, Revenu Québec, and respective provincial employment standards.
- Administer statutory deductions (CPP, EI, QPP, QPIP, EHT, WSIB, WCB, etc.), benefits, bonuses, and termination pay in accordance with local legislation.
- WSIB, WorkSafe BC, CNESST Payment, Reporting & Annual Reconciliation.
- Prepare and reconcile ROEs, T4s, RL-1s, and year-end reports; ensure timely remittances and audit readiness.
- Prepare and submit month-end payroll reports and accruals to the Finance department for reconciliation and financial reporting.
- Maintain payroll records, manage adjustments, and support financial reporting and internal/external audits.
- Support internal and external audits by providing payroll documentation and responding to inquiries.
- Stay current with payroll legislation and minimum wage updates across all operating provinces; provide guidance on payroll policies and systems.
Human Resources:
- Provide day-to-day support to managers and employees on all HR related matters.
- Assist with recruitment, onboarding, and offboarding processes across Ontario, Quebec, Manitoba, and British Columbia.
- Maintain accurate employee records and HRIS data in compliance with Canadian privacy laws.
- Support benefits administration, wellness programs, and employee engagement initiatives that foster a positive workplace culture.
- Assist with employee relations, performance management, and the implementation of HR policies and procedures.
- Ensure compliance with federal and provincial labour laws and employment standards (ESA, CNESST, etc.).
- Contribute to the planning and execution of HR projects, including policy updates, DEI initiatives, and organizational development programs.
- Coordinate workplace inspections, incident reporting, and investigations in line with OHS regulations in all operating provinces. Support the development and implementation of health and safety policies and procedures.
- Act as a liaison with Joint Health and Safety Committees (JHSC) and external safety consultants.
- Support with the creation and translate HR and safety documents, policies, and internal communications as needed.
Qualifications
Required:
- Payroll Compliance Practitioner (PCP) certification from the National Payroll Institute.
- Post-secondary education in Human Resources, Business Administration, or a related field.
- Minimum 3-5 years of experience in payroll and HR generalist roles within Canada.
- Proficient in Canadian payroll systems (e.g., ADP, Ceridian).
- Strong knowledge of Canadian employment standards, labour laws, and occupational health and safety legislation across Ontario, Quebec, Manitoba, and BC.
- Familiarity with multi-provincial payroll processing and statutory compliance.
- Excellent interpersonal, organizational, and problem-solving skills.
- Ability to handle confidential information with discretion and professionalism.
- Strong proficiency in Microsoft Office Suite and HRIS platforms.
- Bilingual in English and French (verbal and written).
Preferred:
- Certified Payroll Manager (CPM), CHRP designation.
- Experience working in a bilingual or multicultural environment.
- Familiarity with multi-provincial employment legislation.
- Experience supporting HR projects, employee engagement, or organizational development initiatives.
