PBC Solutions is looking for a Specialist, Payroll, Benefits & Leave Administration to join our growing team!
Please note: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based in Victoria BC, with regular presence at our office in Saanichton.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.

Position Summary
The Specialist, Payroll, Benefits & Leave Administration (the Specialist) is a key member of the PBC Solutions (PBCS) People & Culture team. Reporting to the Manager, Payroll, Benefits & HR Systems (People Operations Portfolio), the Specialist is responsible for administering a blended Exempt and Union payroll for about 250 employees (and growing). The Specialist administers the PBCS payroll, benefits, leaves and HR transactions using Workday and other technologies.
Under the guidance of the Manager, Payroll, Benefits & HR Systems, the Specialist provides senior administrative support to the People & Culture team, which may also include maintaining electronic employee files, providing support for People Metrics and Reporting Analytics, and various recuring reports and processes.
This role will provide exposure to many aspects of HR and People Operations, providing for a challenging, dynamic, and excellent career growth opportunity for the incumbent. This role is suited for someone with payroll and benefits administration experience and is seeking ongoing professional development and opportunities to experience new challenges.
Primary DutiesPayroll and Benefits Administration
  • Processes payroll for salaried Exempt staff and hourly Union staff biweekly.
  • Administers group benefits plan enrolment, changes, and maintenance for Exempt and Union staff, including reconciliations and remittances via Finance team.
  • Develops and maintains documented payroll procedures and processes for knowledge transfer, audit, and other internal purposes.
  • Administers Pension Plan contributions (Public Service Pension Plan) using Pension Administrative procedures, including recurring cycle reporting, data validation and contribution remittance preparation via the Finance team.
  • Assist in monthly payroll reconciliation and year end reconciliations (pension reporting, T4 reconciliation and etc.)
Leave Administration
  • Documents, tracks, and administers employee leaves, including medical leaves (STD, LTD, other) using Workday and other tracking methodologies and established procedures, and in accordance with Policy and the Collective Agreement, where applicable.
  • Provides information and guidance to employees seeking leaves, including sharing established policies, procedures and providing guidance to managers on these processes, as needed.
  • Report and tracks all leaves, for contribution to People Metrics reporting and analytics and for overall leave management purposes, including return to work planning.
  • Provides recommendations and suggestions on how to improve all related processes and procedures for efficiency and effectiveness.
People Metrics and Reporting
  • Maintains employee Workday master data in an accurate manner, to always ensure data integrity and accuracy.
  • Develops custom reports and processes, to inform People Metrics reporting and analytics, in collaboration with the Manager, People & Culture (People Operations Portfolio).
  • Ensures any people-related data not otherwise tracked in Workday, is tracked effectively and consistently for reporting purposes.
  • Develops and maintains detailed work instructions for these processes, for knowledge transfer, redundancy, and audit purposes.
HR Transactions & HR Systems
  • Process employee movement, org changes, salary / wage maintenance, employee separations and new employee onboarding, in collaboration with other People & Culture team members.
  • Ensures Workday updates are maintained, and data is accurate and complete, in collaboration with their manager.
  • Supports audit processes by tracking procedures, processes and ensuring data integrity and accuracy is maintained.
  • Documents all procedures and processes and creates job aides and other supporting materials for redundancy and training purposes.
General Administration
  • Responds to employee inquiries related to payroll, benefits, and leaves by providing accurate and relevant information and/or redirecting them as appropriate to another People & Culture team member, or their manager.
  • Other related duties as required.
Required Education and Experience
  • 3 - 5 years' experience administering payroll and benefits programs, preferably in a blended Exempt and Union environment, using a computerized payroll and benefits system, or accounting system (Ideally Workday or similar HRIS / ERP system).
  • 3 - 5 years' experience in general office administration, preferably in an HR or Payroll context or other confidential capacity.
  • Diploma, Certificate or Degree in General Office Administration, or equivalent combination of related courses and work experience
  • Demonstrated understanding of general bookkeeping such as accounts payable and accounts receivable.
  • Payroll Compliance Practitioner (PCP) or in process of pursuing designation (financial support may be provided by PBCS for pursuit of PCP or similar payroll credential)
  • A combination of education and experience may be considered.
Knowledge, Skills, and Abilities
  • Ability to use Excel at an intermediate to advanced level. Able to understand and use formulas for various analysis.
  • Strong analytical skills. Excellent aptitude for accurate mathematical calculations.
  • Self-learner with ability to reference BCGEU Collective Agreements, pension manuals, government websites and other resources to find answers.
  • Constantly demonstrates a thoughtful and investigative approach to answering inquiries, ensuring well- considered and informed responses.
  • Attention to detail and ability prioritize work using independent judgement and critical thinking, under general direction.
  • Able to consistently maintain confidentiality and apply appropriate discretion, with a focus on data protection and privacy.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $60,800 - $91,200 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
