Mandatory Requirements :

Candidates must meet the following mandatory qualifications:

• Degree in Computer Science or Computer Engineering, or an IT technical diploma with proven IT sector experience.
• Demonstrated experience as a Senior PowerBuilder Technical Lead, leading the design, development, and implementation of significant application enhancements and/or new projects.
• Demonstrated experience using PowerBuilder IDE 2022 or newer.
• Proven experience leading, planning, and performing PowerBuilder software version upgrades.

Requirements:

Submissions meeting mandatory requirements will be evaluated based on the following scored criteria:

• Experience working with the Government of Saskatchewan or comparable public sector entities, particularly relating to technical and business landscapes.
• PowerBuilder Technical Expertise
• Hands-on experience with PowerBuilder IDE version 2022+, including advanced components such as OLE, PowerBuilder Foundation Class (PFC), and Superclass architecture.
• Project Leadership
• Proven experience as a Lead PowerBuilder Developer handling end-to-end project responsibilities: estimation, planning, requirements gathering, design, testing, and implementation. Include project size, complexity, and leadership role.
• Oracle Database Experience
• Experience working with Oracle Database versions 9, 11, 12, or 19.
• Quality Assurance (QA)
• Demonstrated experience implementing and utilizing QA methods and processes within application development environments.
• Version Control
• Proficiency in using version control tools, including but not limited to Visual Source Safe, SVN, StarTeam, Git.
• Documentation
• Experience in developing technical documentation, user guides, and operational manuals.
• Application Support & Incident Management
• Hands-on experience in providing application support and managing technical incidents in a structured environment.
