About This Employment Opportunity

We are seeking a skilled and experienced Legal Counsel to join our team and support the CCHPBCs regulatory and public protection mandate. In this role, you will provide legal advice and guidance on complex inquiry, discipline and unauthorized practice matters. You will also be responsible for preparing submissions and acting as counsel in Health Professions Review Board applications.

This opportunity offers a dynamic role where you will work closely with the Registrar and Inquiry Committee, delivering legal analysis, drafting decisions, and helping shape CCHPBCs regulatory processes. Duties and Responsibilities (including but are not limited to)

  • Provides legal analysis and advice on inquiry, discipline and unauthorized practice files. This includes providing legal advice on investigative strategy and outcomes, taking carriage of extraordinary action and discipline proceedings, and negotiating consent resolutions, from a risk-based and trauma-informed perspective.
  • Supervises the work of paralegals and legal assistants that support unauthorized practice, inquiry and discipline functions.
  • Evaluates the appropriateness of disposition of complaints by the Registrar and prepares the required legal analysis and reports to the Registrar and Inquiry Committee
  • Researches and provides legal advice to the Inquiry Committee, including advice related to dispositions and sanctions, and provides factual summaries with accompanying legal analysis to the Inquiry Committee on complex inquiry files.
  • Drafts decisions of the Inquiry Committee and agreements and decision letters for dispositions by the Registrar and Inquiry Committee.
  • Acts as counsel for the College on Health Professions Review Board applications.
  • Provides legal training and information to staff and committee members.
  • Reviews bylaws, policies and procedures to ensure legal compliance, including with the upcoming Health Professions and Occupations Act.
  • Other duties as assigned by the Director, Inquiry and Discipline.

Qualifications and Skills

  • Practicing lawyer in good standing of the Law Society of British Columbia or eligible for membership within a specified period.
  • Three (3) years of administrative law experience or an equivalent combination of education and experience.
  • Experience working in a professional regulatory or government organization or a closely related field.
  • Thorough knowledge of existing common law and legislation including the Health Professions Act and related provincial legislation, the upcoming Health Professions and Occupations Act, the Freedom of Information and Protection of Privacy Act, and many other statutes that impact the organizations operations.
  • Ability to provide legal opinions and advice in a pragmatic, risk-based manner.
  • Effective communicator both orally and written.
  • Collaborative spirit with a passion for fostering regulatory excellence.

An individual who meets either the established formal qualification or the accepted equivalency can be considered equally for this role.

Compensation and Perks

The compensation for this position ranges from $127,125 to $137,000 annually, based on a 37.5-hour work week. The starting salary will be determined by factors such as the candidates job-related knowledge, skills, experience, the salaries of peers within the same range, market conditions, and other relevant considerations.
