Quarry Consulting Inc. is currently seeking a Senior Contracts and Proposals Manager for one of our clients.

Title: Senior Contracts and Proposals Manager

Term: Permanent, Full-Time.

Location: Hybrid - 3 days on site per week in Kanata.

Security Clearance: Must hold or be eligible for a valid Canadian Secret Level Security Clearance.

What You Will Do:

  • Review RFPs, capture requirements, assess terms for compliance, support proposal development, and secure management approvals.
  • Lead negotiation and management of complex, high-value contracts with customers and partners.
  • Serve as main contact for all contract matters, building strong customer relationships throughout the lifecycle.
  • Coordinate with internal teams to assess and mitigate contractual risks through tailored terms and processes.
  • Advise on contract rights and obligations to safeguard legal and business interests.
  • Resolve complex legal/business issues with senior management, escalating to legal when needed.
  • Oversee full contract lifecycle, ensuring compliance and managing scope changes.
  • Coordinate with Global Trade to ensure import/export compliance.
  • Maintain organized contract records per retention policies.
  • Follow company policies and uphold business ethics.
  • Available for occasional domestic and international travel.

Qualifications You MUST have:

  • University degree with 10+ years of relevant experience, or 15+ years without a degree.
  • Canadian citizenship required.
  • Eligible for Secret-level security clearance and Controlled Goods access.
  • Strong knowledge of Canadian Government contracts and licensing.
  • Extensive contract experience in aerospace, defense, and commercial sectors.
  • Familiarity with FAR/DFARS as they apply to Canadian firms.
  • Skilled in proposal development and compliance review.
  • Understanding of Industrial Regional Benefits and Industry Canada processes.

Qualifications We Prefer:

  • Strong critical thinking, analytical, and problem-solving skills.
  • Detail-oriented, responsive, and reliable; excels in complex, cross-functional settings with strong time management.
  • Experienced in customer-facing roles with polished presentation and communication skills; able to influence at all levels.
  • Supply chain or subcontract management experience is a strong asset.
  • Bilingual in English/French is an asset.
