The project you will you be working on:
The Ontario Line (“OL”) is a fully integrated, stand-alone, rapid transit system that connects Ontario Science Centre to the Exhibition and Ontario Place grounds. The Northern Civil, Stations and Tunnel (“NC”) project consists of approximately 7 kms of underground subway and elevated guideway, with stations along the segment providing connections to surface bus and streetcar routes. The NC project has been divided into two main progressive design-build contracts: (1) the Elevated Guideways and Stations Contract (“EGS”) and the Pape Tunnel and Underground Station Contract (“PTUS”), with supporting Early Works.
JOB SUMMARY:
The Subcontracts Coordinator is responsible for managing complex subcontracts & service agreements throughout their full lifecycle, from post-award to closeout. This role involves overseeing the subcontract administration process, ensuring compliance with contractual terms, claims, variation, and change management, supporting the contracts team in upstream contract management with owner. Additionally, the coordinator collaborates with the procurement/construction/design team during the post-award process to ensure seamless integration and execution of subcontract agreements during the development phase and construction early works.
RESPONSIBILITIES:
• Manage complex subcontracts from award to closeout, ensuring compliance with contractual terms and conditions, specifically for infrastructure construction projects.
• Oversee subcontract administration, including monitoring performance, resolving issues, and maintaining documentation related to subway station construction.
• Support the contracts team in upstream contract management with clients, providing expertise and guidance on the project.
• Collaborate with the procurement team in the post-award process to ensure effective integration and execution of subcontract/agreements change management.
• Facilitate communication between subcontractors, clients, and internal teams to ensure project objectives for subway station construction are met.
• Conduct regular reviews and audits of subcontractor performance and compliance with construction standards.
• Prepare and present reports on subcontract status, performance, and issues to senior management, with a focus on construction progress and claims status.
• Develop and implement subcontract management strategies to optimize performance and mitigate risks in execution of subcontract agreements.
• Ensure timely and accurate processing of subcontractor invoices and payments for Subcontractors.
• Coordinate and lead subcontractor meetings to address project progress, issues, and solutions specific to Subcontracts.
• Provide training and mentorship to subcontract administrators and coordinators in the context of Subcontracts full life cycle management.
• Assist in the negotiation of subcontract terms and conditions to achieve favorable outcomes for change management with best for project approach.
• Monitor industry trends and best practices in construction to continuously improve subcontract management processes.
• Manage change orders and variations, ensuring all changes are documented, approved, and communicated effectively.
• Oversee the invoicing process, ensuring timely and accurate submission and approval of subcontractor invoices.
• Participate in the development phase, providing input on subcontractor selection, scope definition, and contract terms as required from execution perspective.
• Coordinate early construction work, ensuring subcontractors are mobilized and work is initiated according to project schedules and plans.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES:
• Education: Bachelor's degree in relevant fields.
• Experience: Minimum of 5 years in subcontract management for infrastructure projects or similar construction background.
• Technical Knowledge: Strong understanding of construction subcontracts, Construction Act (Ontario), and industry standards.
• Subcontracts Management: Ability to manage multiple Subcontracts simultaneously.
• Communication: Excellent verbal and written skills in drafting letters, notices, site instructions, change directives, change orders, etc.
• Negotiation: Strong negotiation skills.
• Problem-Solving: Ability to resolve issues promptly.
• Attention to Detail: High accuracy in documentation, in managing invoicing and claims
• Analytical Skills: Assess subcontractor performance, entitlement and compliance.
• Leadership: Lead and mentor junior team members.
• Adaptability: Flexibility to adapt to changing requirements.
• Software Proficiency: Proficiency in MS Project, ERP and Change Management software.
