The Municipality of North Cowichan invites applications from candidates with the proven skills, qualifications and abilities for the position of Manager, Financial Operations. Reporting to the Director, Financial Services you will assist in providing day-to-day supervision of the Financial Services Department and is responsible for a wide-variety of accounting and finance functions, including but not limited to:
- Overseeing the audit process to ensure timely and successful completion of both interim and final audit phases;
- Coordinate and prepare statutory annual reports in compliance with municipal, provincial, and federal regulations, ensuring accuracy and timely submission;
- Managing reserve funds and maintaining continuity schedules for all reserves and deferred revenues for financial planning and reporting purposes;
- Responsible for capital plan and TCA for financial statements, TCA records are up-to-date and accurate;
- Asset management planning and preparation;
- Assist with annual budget preparation;
- Ensuring timely completion of year-end reconciliations for various general accounts related to tangible capital assets, reserves, accounts payable, and clearing accounts;
- Reconciling and maintaining accounting records;
- Preparing monthly, quarterly, annual and statutory financial reports;
- Reconciling and maintaining inventory;
- Supporting other departments with financial inquiries; and,
- Other related duties as required.
Required Skills, Qualifications, and Abilities:
- Possession of or working toward a professional accounting designation (e.g. CPA) or equivalent experience may be considered.
- A minimum of 5 years' of progressive and diversified accounting experience including exposure to financial reporting, budgeting, payroll, and accounts payable and receivable processes.
- Supervisory experience and training.
- Advanced spreadsheet skills and a familiarity with fund accounting are required.
- Experience with Municipal software (Vadim, Tempest, Caseware, and Questica) is preferred.
- Applicants must possess excellent planning, analytical, organizational, interpersonal and communication skills.
- Ability to effectively manage staff in a unionized environment.
- Possession and maintenance of a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.
