Job Description

Primary Scope of Role :

  • Support the Estimating Lead in preparing detailed cost estimates for the civil scope of work on large-scale design-build projects. This includes earthworks, demolition, wet and dry utilities, drainage systems, environmental protection measures, grading, roadside structures (noise and retaining walls), paving, and traffic management.
  • Assist in preparing the Basis of Estimate (BOE) documentation, including methodology, key assumptions, exclusions, benchmarking, and classification of estimates.
  • Apply first principles estimating techniques to develop accurate Class 1 estimates in accordance with AACE Recommended Practices.
  • Interpret and apply OPSS and OPSD standards for MTO civil works, with an understanding of related quality control and assurance requirements.
  • Evaluate incomplete or evolving designs, identify estimating assumptions, and contribute to risk and contingency assessments.
  • Coordinate with the Estimating Lead and technical teams to develop estimate structures, assess construction risks, and evaluate alternate means, methods, and phasing strategies.
  • Develop and maintain detailed cost breakdown structures for all civil components.
  • Support procurement processes by issuing RFQs, evaluating subcontractor and supplier bids, and managing associated documentation.
  • Integrate current market trends, pricing fluctuations, and risk factors into cost estimates.
  • Contribute to risk register development and calculate contingency based on defined project risks.
  • Utilize estimating software such as InEight, HeavyBid, or equivalent.
  • Collaborate with the quantity take-off team to confirm accurate quantities for all pay items and cost components, flagging assumptions and quantity-based risks.
  • Work closely with project controls, construction, and design teams throughout the estimating and design development phases.

Position Requirements :

  • Degree in civil engineering or related discipline from a recognized post-secondary institution, or equivalent experience.
  • Minimum 10 years of civil infrastructure experience, including at least 3 years in a dedicated civil estimating role.
  • Demonstrated experience working on and/or estimating MTO projects, with strong working knowledge of OPSS and OPSD standards.
  • Demonstrated expertise in first principles estimating and preparing detailed Class 1 estimates.
  • Experience estimating within design-build delivery models is an asset.
  • Proven ability to estimate from incomplete design packages and develop corresponding risk and contingency strategies.
  • Familiarity with AACE Recommended Practices and industry cost estimating standards.
  • Proficiency in industry estimating software such as InEight, HeavyBid, or similar tools.
  • Sound understanding of structural procurement processes, including RFQ issuance, bid evaluation, and subcontractor/supplier engagement.
  • Experience identifying and evaluating construction risks associated with large-span bridges and calculating contingency values.
  • In-depth knowledge of Ontario's infrastructure market conditions and their influence on project costing.
  • Excellent verbal and written communication skills.
  • Strong organizational and analytical abilities, with a collaborative mindset.
  • Able to work under pressure, manage competing priorities, and deliver high-quality work on tight deadlines.
