Description:

EDU Investigative Case Management System Modernization (ICMS) Application

  • The ICMS application is specifically built to enhance regulatory enforcement oversight concerning both licensed and unlicensed childcare providers. It accurately tracks and monitors every aspect of investigations such as intake, inspection, investigation, prosecution, and trial.
  • A modernization initiative was undertaken in line with the Government's “Digital First” Agenda to deliver simpler, faster and better services. This will significantly improve the administration of licensed and unlicensed childcares. This initiative will be a key step towards improving safety standards in childcare facilities, covering regulated and unregulated settings throughout Ontario.
  • The investigation details for both licensed and unlicensed care providers be stored in an electronic database, offering immediate visibility into ongoing cases. This will continue to facilitate proactive decision-making and enables quicker responses to critical issues encountered in the field.
  • The ICMS application undergoes regular enhancements & sustainment which includes sustaining the application, providing solutions for enhancements and remediating applications defects.

Deliverables to be provided by the Vendor include the following:

Analysis:

  • Analyze Business Requirements to identify gaps along with recommended solution.

Architecture Design:

  • Update/Create Architecture Artefacts (Business Architecture, Logical Architecture & Physical Architecture Artefacts)
  • Update/Create Functional Design Documentation for the Solution
  • Update/Create Technical Design Documentation for the Solution

Infrastructure Services:

  • Configuration and Setup Cloud Based Environment(s) as required

IT Solutions Enhancement / Sustainment:

  • Design, Configure and Implement Enhancement(s) / Remediate Defects for the Case Management System
  • Design, Configure and Implement Enhancement(s) / Remediate Defects for the Mobile Inspection Tool developed based on MS Dynamics 365 Field Services App
  • Design, Configure and Implement Enhancement(s) / Remediate Defects for the Reporting Tool based on MS Power BI
  • Design, Configure and Implement Enhancement(s) / Remediate Defects for the Reusable Administrative Components
  • Design, Configure and Implement Enhancement(s) / Remediate Defects for the Data Activity and Auditing Tool

Data Migration:

  • Selecting, Preparing, Extracting, Transforming and Loading data from source to target
  • Updating of Data Migration Documentation (Script Design & Data Mapping)

Systems Integration:

  • Design, Configure and Implement Enhancement(s) / Remediate Defects for the Integration with OPS Service(s)

Testing and Quality Assurance (QA):

  • Contribute to the Quality Assurance Activities

Implementation:

  • Collaborate and Coordinate with all Project Stakeholders involved to ensure smooth and timely completion of Activities & Deliverables
  • Ensuring Compliance with
  • Accessibility for Ontarians with Disabilities Act (AODA)
  • Ontario Digital Service Design Guidelines
  • OPS Security Directive (GO-ITS 25.0 General Security Requirements)

Systems Deployment Operations and Management:

  • Provide Packaging, Deployment and Migration Strategy for all Cloud Based Environment(s)

Knowledge Management:

  • Conduct Knowledge Transfer Session(s) for the CSC Internal Project Team
  • All Other Tasks as assigned by the Cluster Manager, Project Manager & Technical Lead.

Experience and Skill Set Requirements:

Must Haves:

  • More than 8 years of experience with technical hands-on solutions development, configuration
  • Experience with the following Technologies on Microsoft Cloud (MS):

  • MS Power Pages
  • MS Azure Services
  • MS Azure Attachment Storage
  • MS Azure Active Directory

  • Hands-on experience in architecting, designing and implementing case management system by using Microsoft dynamic CRM 365 on cloud, Azure, Azure AD, Power, Power App Flows and Power Platform technology.
  • Demonstrated experience with Kingsway Software for Data Migration from Oracle DB to MS Dynamics 365 Data Verse & Azure Blob Storage. Hands-on Experience with ETL
  • Hands-on Experience in designing, developing Power BI Dashboard and Reports
