About Smithers Community Services Association:
Founded in 1973, Smithers Community Services Association is dedicated to provision of services which enhance the quality of life and promote equal opportunity for all people within our communities. Working in partnership with our staff, volunteers and clients, we strive for excellence in advocacy, service development and program delivery. We currently have a staff of about 70 people.

Over the last 50 years, SCSA has offered numerous services to the community that changed as the needs of Smithers and area change. Todays SCSA operates numerous programs in the community. We provide services for people with developmental disabilities, parenting programs, youth programs, public transit systems, and family housing sponsored by BC Housing.

Program Summary:

Goodacre Place operates on the principle that good homes make for better lives, and understand well-planned, well-managed housing can build happier lives and resilient communities. Goodacre Place offers 22 supported housing apartments and 6 short-term stay emergency beds.

Goodacre Place staff are on site 24 hours a day to offer a wide range of care and support services to vulnerable adults. Staff specializein working with people who are experiencing homelessness and addiction, and who may have complex needs. Staff focus on people as individuals and provide them with a range of services along with the opportunity to build resilience and self-sufficiency.

Job Summary:

This position is responsible for the day-to-day operations of Goodacre Place. The role works closely with the senior leadership team which include on-site Supervisor, Life Skills Worker, and Senior Support Workers, who provide ongoing support and collaboration.

The position oversees both operations and program delivery, ensuring the effective and efficient provision of safe, accessible, and supportive housing for individuals experiencing or at risk of homelessness and substance use disorders.

Key responsibilities include operations management, program coordination, staff engagement, and community advocacy. As a representative of Goodacre Place, this individual will work alongside the Executive Director to foster strong community relationships and uphold the organizations mission.

Direct Reports:Site Supervisor, Life Skill Worker, Support Workers (15-20 including regular and casual workers), Cook (2)

Key Duties and Responsibilities:

Operations (40%)

Oversee and coordinate operations of Supportive Housing and Shelter Programs, ensuring alignment with organizational goals.

Maintain up-to-date building maintenance, manage contractors for timely repairs, and ensure high standards of cleanliness and maintenance in vacancies.

Manage the replacement and repair of furniture and appliances, ensuring quality and cost-effectiveness.

Create and oversee program budgets in collaboration with the Executive Director and Finance Manager, ensuring fiscal responsibility.

Develop an annual operational plan, enhance operational management systems, procedures, and best practices to improve efficiency.

Conduct detailed investigations as required and ensure prompt resolution of complaints from staff, residents, and partner organizations in conjunction with HR.

Diligently document and report to HR/Executive Director all incidents and accidents, complying with SCSA policies and WorkSafe BC regulations.

Manage the client intake process, work in tandem with support workers, and oversee eviction procedures, keeping the Executive Director informed.

Guarantee precise and punctual reporting of program activities to stakeholders, both within and outside the organization.

Completes all required reporting and documentation, ensures staff maintain appropriate records, case file notes and narrative reports.

Engage actively in management meetings, contributing to the SCSA management team, and maintain expertise in non-profit sector operations.

Program (20%)

Oversee program development initiatives to ensure they align with organizational goals.

Create and regularly updating comprehensive manuals for program operations.

Educate and inform
residents in a timely manner of their tenant rights,
develop procedures and outcomes for dealing with complaints and improve the programs to address these.

Develop training materials for staff and volunteers to enhance their skills and knowledge.

Compile detailed program narrative reports for both internal and external stakeholders.

Directly work with residents supported by support workers, using a case management model which include the following items:

o Maintain a clean and safe living environment.

o Ensure timely rent payments.

o Promote respectful and non-violent behavior among residents.

o Encourage adherence to good neighbor rules.

o Facilitate engagement in program opportunities through the case management process.

Lead new participant enrolment and ensure the timely acceptance and review of applications, as well as the enrollment and move-in of new residents in compliance with SCSA policies and contractual obligations.

Develop the quality assurance process for the program and residents which allies with funders requirements and regulation/compline and SCSAs polices.

Organize and manage tenant meetings to discuss community issues and feedback and provide on-going support on their rights.

Consult with the Executive Director to address any client issues and follow established procedures.

Staff Engagement (30%)

Lead the recruitment process, evaluate and supervise staff, provide training, motivation, and mentorship to foster a supportive work environment.

Create fair and equitable staffing schedules, monitor staff attendance and well-being, and report any issues to HR or the Executive Director to minimize operational disruptions.

Support staff in their roles through professional development opportunities, regular check-ins, staff meetings, and performance evaluations.

Apply progressive discipline in accordance with policies, participate in disciplinary processes, resolve grievances, and ensure a fair and respectful workplace.

Coordinate health & safety inspections to comply with regulations and SCSA policies, maintain fire safety protocols, and ensure the safety and well-being of all occupants and staff.

Partner with HR to streamline staff recruitment and implement comprehensive training programs.

Conduct detailed investigations as required and ensure prompt resolution of complaints from staff, residents, and partner organizations in conjunction with HR.

Advocacy (5%)

Manage the client intake process, work in tandem with support workers, and oversee eviction procedures, keeping the Executive Director informed.

Completes all required reporting and documentation, ensures staff maintain appropriate records, case file notes and narrative reports.

Engage actively in management meetings, contributing to the SCSA management team, and maintain expertise in non-profit sector operations.

Responding to emergency calls from staff, residents, and service providers, providing necessary assistance and report.

Ensure all staff and operational documents, as well as client information and notes, are stored in a secure location.

Regularly update files to maintain accuracy and relevancy of information.

Consult with the Executive Director to address any operational and staff issues and follow established procedures.

Others (5%)

Qualifications:

  • Minimum of five years of experience in a similar role, or an equivalent combination of relevant education, training, and experience
  • Minimum of two years of management experience
  • Experience working with vulnerable and/or marginalized populations, including individuals experiencing or at risk of homelessness
  • Post-secondary education in human services, social services, business management, or a related field
  • Training in crisis intervention and de-escalation techniques
  • Understanding of, and sensitivity to, Indigenous cultures
  • Demonstrated administrative, leadership, and management skills

Additional Information:

Normal work schedule is Monday to Friday, 8:30 AM 5:00 PM

This position shares emergency on-call duties with the Supervisor and other senior staff

The role requires a moderate level of physical effort and/or dexterity (e.g., handling or moving medium-weight items of 510 kg, reaching overhead, bending, stooping, lifting, etc.)

May be required to work evenings or weekends in emergencies or to cover staff absences
