Job Description

Established in 1999, the Municipality of Lakeshore is one of the fastest-growing municipalities in the region. In support of Lakeshore's continued growth, a $37 million dollar grant from the Canada Housing and Infrastructure Fund (CHIF) was recently announced. This grant, the largest Lakeshore has ever received, will support critical investments in Lakeshore's water and wastewater infrastructure, and will drive the need for growth in new opportunities such as the one listed below.

The Opportunity:

Logic Executive Search & Workplace Solutions is proud to partner with the Municipality of Lakeshore in the recruitment of a Team Leader – Engineering & Infrastructure located in Lakeshore, Ontario. This is a contract position for up to 3 years, with a core focus on supporting the exciting growth and development of the Lakeshore region.

This role reports directly to the Division Leader - Engineering & Infrastructure and is responsible for overseeing development applications, infrastructure approvals, project management, and providing technical leadership to ensure the successful planning, design, and delivery of municipal engineering projects.

What You'll Be Responsible For:

  • Reviewing and supervising development applications, site plans, zoning, variances, and agreements.
  • Overseeing Technologists' work on development engineering and infrastructure approvals.
  • Providing technical advice, assessments, reports, and design reviews on development and infrastructure projects.
  • Supervising municipal infrastructure approvals for stormwater, sanitary, and water systems, ensuring regulatory compliance.
  • Managing the review and approval process of CLI-ECA applications for new developments and capital projects.
  • Monitoring field inspections, maintenance, and compliance of municipal stormwater and sanitary systems.
  • Coordinating pre-design meetings and providing engineering input on servicing and development standards.
  • Ensuring design drawings and site inspections meet municipal standards and legislation.
  • Overseeing servicing plan evaluations, development agreements, and construction monitoring.
  • Assisting with consultations, preparing technical reports, specifications, and contract documents.
  • Managing development agreements, securities, and project completion.
  • Preparing reports and presenting development-related matters to council and committees.
  • Coordinating with external agencies, partners, and other departments on development and infrastructure projects.
  • Investigating complaints, researching new technologies, and supporting public engagement.
  • Assisting with budget planning, cost recovery, and asset management support.

The Ideal Candidate:

  • Bachelor's degree in Civil, Environmental, or Transportation Engineering from an accredited university.
  • 5+ years of municipal civil or environmental engineering experience, focusing on stormwater management, sewer and water infrastructure, drainage, roads, and subdivision development.
  • 3+ years of supervisory experience in a unionized environment, demonstrating leadership and team management skills.
  • Eligible for Professional Engineer license (P.Eng) within six months or hold a Certified Engineering Technician (C.E.T.) designation and be a member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • In-depth understanding of municipal design practices, Ontario Provincial Standards, construction methods, and civil engineering principles related to infrastructure projects.
  • Familiarity with environmental compliance processes, including the Ministry's Consolidated Linear Infrastructure Approvals, and legislation such as the Environmental Assessment Act, Drainage Act, Highway Traffic Act, and Municipal Act.
  • Knowledge of Ontario Building Code and land use planning regulations (assets).
  • Proven ability to prepare clear, detailed technical reports and presentations; strong written and verbal communication skills.
  • Knowledge of project management principles, budget tracking, and municipal policies.
  • Strong analytical, problem-solving, and critical thinking skills; self-motivated, detail-oriented, and capable of working independently.
  • Understanding of applicable legislation including the Occupational Health & Safety Act and other environmental regulations.
  • Ability to stay current with evolving trends and techniques in municipal infrastructure.
