Job Description

Reporting directly to the Vice President, Communications and Stakeholder Relations, the Strategic Advisor, Government Relations, is responsible for the planning, implementation and measurement of effective government relations strategies in support of Osler's key priorities. With exciting hospital expansion initiatives underway and other transformative initiatives on the horizon, as well as emerging opportunities to continue to strengthen the hospital's brand, it is a dynamic and exciting time for Osler.

The Strategic Advisor will play a lead role in effectively managing and providing leadership for the government relations functions at Osler, including the development and delivery of strategies to build, manage and elevate relationships and advance Osler's advocacy agenda with provincial, municipal and federal governments, as well as other local and health system partners in order to continue to build awareness of, and activation around, Osler's key priorities. The Strategic Advisor will be an experienced, values-based, strategic thinker, and will serve as an advisor to Osler's senior leadership team and Board of Directors on government relations.

Accountabilities:

  • Developing and leading a government relations program with measurable strategies that will guide Osler and engage partners around the organization's strategic priorities as well as its Vision
  • Providing strategic advice and guidance to Osler's senior leadership team and Board of Directors on advocacy best practice as well effective relationship-building with government partners in support of the organization's priorities and/or strategic issues
  • Monitoring policy and related developments within the hospital and health sector, and at all levels of government, that may have implications for the operation and business continuity of the organization
  • Leading integration of intelligence through environmental scans and consultations with stakeholders to support decision-making by Osler's Board of Directors and senior leadership team and to help shape the organization's strategic planning and business processes
  • Providing strategic oversight around the development of clear, succinct reports, briefing notes and presentation decks on a range of topics pertaining to Osler, hospital priorities and the broader health system
  • Anticipating and putting forward recommendations to Osler's senior leadership team on issues and areas of opportunity for Osler from a government relations perspective
  • Building, maintaining and elevating key relationships/partnerships with relevant stakeholders, including elected officials, health system partners, government staff and provincial health officials
  • Working collaboratively with Osler program/portfolio leadership and within the Communications team – with direct interface with Osler's Associate Chief, Communications and Marketing, and Director, Public Relations – to support the advancement of Osler's key priorities in the community
  • Leading engagement and issues management with local elected officials in support of Osler's brand reputation and strategic priorities
Qualifications
  • Bachelor's or Master's degree in political science, public or health administration, health policy, business administration or other relevant disciplines
  • Minimum of 10+ years of progressive and relevant experience working in a government relations, stakeholder relations or public affairs/public policy development function
  • Demonstrated high level of interpersonal skills, including ability to work collaboratively with diverse individuals and groups (i.e. government officials, front-line staff, physicians, Communications team members, Osler's senior leadership team, volunteers, Osler Foundation, Osler's Board of Directors, community residents)
  • Highly-developed combination of acuity and critical thinking abilities that guide short and long-term strategic planning and prioritization
  • Excellent understanding of current policy and political climates including key stakeholder issues and relevant directions by all levels of government
  • Strong knowledge of government policy and legislative and decision-making processes at both political and civil service levels
  • Demonstrated experience in navigating health policy issues and solid understanding of the complexities of Ontario's health care system as well as the influence and role of the federal government in health care
  • Experience building integrated and strategic government relations plans for complex organizations with a multitude of stakeholders and implementing successful issues management practices
  • Superior writing skills, with the ability to write, evaluate and edit a variety of documents such as presentations, briefing notes and general correspondence
  • Ability to manage multiple and complex demands simultaneously in a fast-paced environment
  • Ability to travel between all Osler sites as required; vehicle is necessary

Hours: Currently days (subject to change in accordance with operational requirements)

This is a Hybrid: Roles that function remotely, but require essential, regular onsite weekly work

Annual Salary:
Minimum: $127,627.50
Maximum: $159,529.50
