About the role

Reporting to the Senior Manager, Learning & Employee Experience, the Manager, Learning & Employee Experience will function collaboratively as a member of the People & Culture team and will play a critical role in supporting the Senior Manager, Learning & Employee Experience in implementing training programs to enhance the skills and knowledge of employees within CDIC, focusing on professional growth and performance improvement.

This role can be performed from our Ottawa or Toronto offices, following a hybrid model approach. A preference will be given to candidates in the Ottawa or surrounding areas. This is a full-time permanent opportunity.

CORE RESPONSIBILITIES required for this role

  • Conducts assessments to identify employee skill gaps and training requirements across different functional groups to develop targeted learning programs.
  • Design and facilitate engaging and effective learning content, including e-Learning modules, instructor-led training materials, and blended learning approaches, tailored to specific needs.
  • Track and evaluate the impact of training programs using metrics like post-training assessments, competency evaluations and business outcomes to continually refined training programs and improve ROI.
  • In collaboration with the Senior Manager, Learning & Employee Experience, work with department heads, subject matter experts and People & Culture to align learning initiatives with organizational objectives and priorities. Evaluate existing learning programs, make recommendations for change, and upon approval, implement these changes.
  • Administers and maintain CDIC's Rotation Program, including developing reporting metrics on ROI of program.
  • Stays updated on emerging learning technologies and best practices to incorporate innovative approaches into training programs.
  • Oversees the Learning Management System (LMS) and identifies areas for improvement.
  • Establish strategic partnerships with external vendors to resource the development and delivery of training solutions and programs.

  • Demonstrated ability to identify organizational learning needs and develop strategies and associated plans.
  • Knowledge of learner / user experience development practices, learning theories and practices.
  • Previous experience in the creation and delivery of learning packages, including in instructional design.
  • Capacity to engage constructively and respectfully with individuals of diverse backgrounds and abilities to achieve high quality outcomes.
  • Program Management and facilitation.
  • Highly developed interpersonal and communication skills, both written and verbal.
  • Familiarity with industry best practices and standards.
  • Excellent analytical skills to assess training needs and measure program effectiveness.
  • Ability to work independently and collaboratively within a fast-paced environment.
  • Ability to effectively manage and prioritize multiple tasks/projects while meeting established deadlines.
  • Ability to work as a team member within the ethos and values of CDIC.
  • Ability to manage budgets and resources effectively.

SKILLS you bring

  • University degree in Human Resources, Education, Organizational Development or related field.
  • The job requires knowledge of adult learning best practices, standard and specialized knowledge obtained by an undergraduate university degree with at least 5+ years of experience, or similar experience.
  • Experience with technical tools like Articulate 360, Canva, Audacity, and the Office 365 suite of products.
  • Strong proficiency in learning management systems (LMS) and e-Learning platforms.
  • Experience with internal communications, graphic design, or writing copy for web is considered an asset.
  • Proven experience in designing and implementing comprehensive training and develop programs.

Language Requirements: Bilingual Imperative: Level (BBB/BBB)
