Job Description:
  • Design, develop, and maintain scalable data pipelines to ingest, transform, and store large volumes of data both on-premises (SSIS etc.) and in the cloud (Azure, AWS, GCP) .
  • Ensure data integrity, accuracy, and availability for analytical and operational use.
  • Collaborate with software engineers, data scientists, and business stakeholders to understand data requirements and implement solutions.
  • Optimize and improve existing data workflows and ETL processes.
  • Implement data governance and security best practices.
  • Manage data storage solutions, such as data lakes and data warehouses.
  • A successful history of manipulating, processing and extracting value from large, disconnected datasets.
  • Deploy data solutions in the cloud and with database tools (SQL, NoSQL).
Data Analytics:
  • Perform exploratory data analysis to identify trends, patterns, and insights.
  • Develop and maintain reports, dashboards, and visualizations using BI tools (e.g., Power BI, SaaS VA).
  • Conduct statistical analysis and modeling to support business strategies.
  • Communicate findings and recommendations to stakeholders in a clear and concise manner.
  • Use SQL and other query languages to extract and manipulate data from various sources.
  • Create plans and strategies to integrate data models and improve service delivery.
  • Develop and share service metrics and performance dashboards.
  • Facilitate the frequent delivery of services and deliverables to ensure the successful creation of the target state while mentoring Agile Teams to grow their analytics fluency.
  • Support corporate priorities with data-driven evidence using analytics, visualizations, and data modeling.
Facilities:
  • In the event that the Data Analyst is directed to work remotely, the Data Analyst shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs.
  • However, the Province shall ensure that the Data Analyst has the necessary access and credentials to the client system.
  • In the event that the Digital Architect(s) are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies.
  • However, the Digital Architect(s) shall continue to be responsible for providing computers and software.
Other Mandatory Requirements:
  • Two (2) project examples must be provided for each proposed candidate, which exemplify/demonstrate the proposed candidate's expertise in the selected service area.
  • Project examples need to be added to the bottom of the resume.
  • Questions 1 through 5 must be answered for each project example.
  • The Evaluation Team must be able to determine which project any given answer relates to.
  • Where the answer to a Question is the same for both projects, this must be clearly stated.
  • Provide an overview of the project/assignment the candidate or the candidate's team was engaged in that demonstrates expertise in the selected service area and role.
  • Describe the sector(s) (i.e. public, private or other) the project/assignment served.
  • Identify the project/assignment size in dollar value (i.e. less than $100,000, less than $500,000, less than $1,000,000 or greater than $1,000,000).
  • Describe the approach for the design, development, mitigation of risk and delivery of the project/assignment, including any special considerations with respect to methodology or processes.
  • In providing a response consider quality assurance and communication across the cross functional team.
  • Provide a list of specific skills, tools and/or technology used within the project/assignment.
Evaluation:
  • The evaluation criteria will be distributed within the following categories.
  • Subject to the requirements, the evaluation of Responses shall be confidential, and not released to any party.
  • Qualifications- 20%.
  • Other Mandatory Requirements- 20%.
  • Interview - 50%.
  • Pricing - 10%.
Must Have:
  • Bachelor degree in Computer Science, IT or related field of study Yes/No.
  • Experience as a Data Analyst, Data Engineer or in a similar role 4 years.
  • Duration - Experience with cloud platforms, including AWS (EC2, S3, RDS), GCP (BigQuery, Cloud Storage), or Azure (Azure SQL Database, Blob Storage), with a focus on deploying scalable data solutions and optimizing data pipelines for a range of projects 2 years.
  • Experience with data marts, data warehousing, BI tools, etc 2 years.
  • Experience working with querying data with Microsoft Transact-SQL Server 4 years.
  • Knowledge of ETL processes and tools, with hands-on experience designing and implementing data pipelines for transforming and loading data from multiple sources into data warehouses 2 years.
Nice to Have:
  • Experience integrating DevOps practices to the development workflow using CI/CD best practices 1 years.
  • Experience with data pipeline and workflow management tools such as Data Factory, API Management, Talend, etc 1 years.
  • Experience with object-oriented/object function scripting languages such as R, Python, Java, C++, Scala, etc 1 years.
  • Experience with the client IT infrastructure, business direction, strategies, shared service initiatives and/or applications 1 years.
