Primoris Canada is an infrastructure contractor serving major firms in the oil, gas, power, petrochemical, and heavy oil industries and include services covering tailings and hydro-transport pipeline construction and maintenance, storage tank construction and maintenance, industrial facilities multi-discipline construction and maintenance, piping fabrication, and pipeline integrity services.

SUMMARY

The role of the Senior Project Engineer is to oversee all technical aspects of a project. This includes the engineering design function, heater fabrication, heater shipping and lifting requirements, material and equipment selection and purchase, and site erection supervision if required. The Senior Project Engineer is responsible for the quality of all engineering documents submitted to a client or vendor, and shall assure that project specifications, codes and guidelines are adhered to.

RESPONSIBILITIES

  • Attend the handover meeting and assist the project managers to identify the scope of supply for the project.
  • Attend the client & fabrication kick-off meetings to clarify any technical concerns for the project.
  • Ensure that project quality requirements are being met, in accordance with the project quality plan.
  • Interface with the client on all technical issues.
  • Support the project manager (PM) in client interface.
  • Ensure that all project codes, specifications & guidelines are distributed to engineering prior to commencing design.
  • Participate in the specification review with engineering, prior to commencing design activities.
  • In collaboration with the PM, ensure that all specifications impacting design, cost and schedule are considered and acted upon.
  • Review the as-sold data sheets and provide guidance to the designer.
  • Ensure that the designer is adhering to the project codes, specifications & guidelines within the design.
  • Oversee the Burner Management System design and fabrications to avoid any interferences between the Burner Management System and the heater and/or sub-vendor equipment.
  • Perform required engineering calculations, such as the refractory calculations, hydrostatic test pressure, pipe stress, tube wall calculations, etc.
  • Coordinate engineering activities with the Designer, Structural Engineer, Instrumentation & Electrical Engineer, and Process Engineer to resolve all engineering issues.
  • Coordinate the collection and dissemination of technical information between Projects and Engineering.
  • Primarily responsible for review of client and vendor mark-ups of engineering documents.
  • Distribute engineering documents requiring review and revision to engineering.
  • Maintain client document revision spreadsheet.
  • In collaboration with the PM, ensure timely completion and issue of revised engineering documents.
  • Check final documentation from the vendors & fabricator, and issue MRB/IOM to the client.
  • Respond to the vendors and client's technical queries during the project.
  • Ensure that any technical clarifications are passed onto engineering for incorporation into engineering documents as required.
  • Inform the PM of any engineering changes that affect cost or schedule.
  • Prepare Bill of Material, Requisition Packages for all procured items and issue to Procurement.
  • Review the vendors' proposals; request and provide technical clarifications as required.
  • Review the vendors' drawings & documentation packages.
  • Perform the shop visits to witness the fabrication execution and ensure project quality requirements are being met.
  • Review and approve the fabricator's procedures.
  • Coordinate with the fabricator to the resolve technical issues during fabrication.
  • Supervise and expedite the heater fabrications in the vendors' shops.
  • Coordinate with the local Born 3rd-Party Inspectors to resolve all project technical issues.
  • Review 3rd-party inspection reports.
  • Prepare the heater erection procedure.
  • Prepare the heater dry-out procedure (fabrication shop or site).
  • Supervise the heater and equipment installation on the clients' site, if requested.
  • Prepare the operations manual procedure.
  • In collaboration with the PM, ensure that documentation is both issued and received according to the project schedule.
  • Familiar with AutoCAD and Solidworks drafting software.

AUTHORITY

  • Vendor proposal review and selection.
  • Approval of vendor drawings and technical documents.
  • Authority to release engineering documents to the client for approval.
  • Make decisions concerning fabrication while at the Fabricator's facility, ensuring engineering is kept informed.
  • Sign-off of vendor invoices for technical completeness.
  • Sign-off vendor invoices for documentation completeness.

KEY INTERFACES

  • Provide the technical interface with the client, under the direction of the PM.
  • Provide the technical interface with the Fabricator, under the direction of the PM.
  • Provide the technical interface with the vendors.
  • Ensure that Procurement is copied on all correspondence with the vendor, and highlight decisions that may affect the PO value and/or delivery schedule.
  • In conjunction with the PM, interface with 3rd-Party Inspection to ensure the quality requirements of the project are met.
  • Keep the PM informed of all technical decisions on the project, especially those affecting cost and schedule.
  • Inform the engineering manager (Eng. Mgr) of key technical decisions made on the project.
  • Consult the Eng. Mgr for resource allocation from the Engineering Department.
  • Consult the Eng. Mgr on technical deviations, exceptions or conflicts.
  • In conjunction with the PM, keep the Project Team informed of all project requirements and developments.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor of Science degree in engineering.
  • Professional member or member in training with APEGGA to become a Project Engineer.
  • Non-APEGGA employee working in Project Engineer is designated as “Project Engineering.”
  • 4+ years project engineering experience in the oil and gas industry and PEng.
  • 8+ years related project engineering experience and engineering diploma.
  • Experience to work on multiple projects at the same time.
  • Familiar with the ASME and API codes and standard.
