HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia's publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.

OPPORTUNITY:

Reporting to the Manager, IT Applications and Systems, IMIT, the Business Analyst, Applications & Systems (BA) is responsible for overseeing, developing, maintaining, and improving the IMIT-related business processes at HEABC. They act as the primary contact for HEABC staff inquiries and serve as the starting point for the generation of reports by the Applications Analyst (AA) and developers.

It is important to note that beyond the standard analytical elements of work as a Business Analyst, this opportunity will involve working closely with both the IT Team's Applications Group, and with our many partners, both internal and external. The BA will use application business systems and industry methodologies to perform Q/A and test deliverables, develop and document business processes, working closely with HEABC's applications both internal and external. Additionally, the BA will work closely with the Application Analyst (AA), producing adapting business requirements into design specifications.

Responsibilities include:

  • Leads in identifying, analyzing, and documenting business requirements to determine potential application solutions.
  • Works with partners (including end users) to understand end user and business needs.
  • Provides recommendations on changes to business methods/processes, as well as technical solutions as appropriate.
  • Provides end-user training and guidance for HEABC's line of business applications.
  • Supports the Applications Analyst and developers in the application testing cycle, including creating and executing test strategies and detailed test plans.
  • Develops and maintains policies and procedures, as well as relevant reference documentation.

Required Experience & Knowledge:

  • A bachelor's degree in Business Administration/Commerce (preferably in Information Management Systems), with 3-5 years in an Analyst role (business or technical), or an equivalent combination of education and experience.
  • Proficiency in Office 365 and Microsoft SharePoint.
  • Ability to work independently on projects, with tight deadlines, under minimal supervision.
  • Ability to organize and prioritize workload is essential.
  • Ability to effectively communicate, both in written formal business English as well as verbally, including comfort in speaking to large groups internal and external to the organization.
  • Knowledge of the health care industry is an asset, as is familiarity with IT business processes and terminology, or experience in an IT-heavy environment.

Salary Range: $65,884 to $94,708

Typical Hiring Range: $65,884 to $82,355

In determining salary, HEABC considers many factors including the successful candidate's skillset and experience as well as internal equity. The final salary offer will be at HEABC's sole discretion and presented as part of a competitive total compensation package.
