POSITION SUMMARY
The role of Fire Chief reports to the Chief Administrative Officer, this position is responsible for the efficient and effective operation of the Fire Department including Fire Prevention and Inspection, Emergency Planning, Equipment and Apparatus Maintenance and Emergency Response.
RESPONSIBILITIES
  • Execute policies and directives established by Council.
  • Represent Fire Services on Committees of the Town.
  • Administer the requirements of the Ontario Fire Protection and Prevention Act, the Ontario Fire Code and mandated directives/policies of the Ontario Fire Marshall.
  • Responsible for the financial management of the Fire Services division including:
  • Prepare, present, monitor and evaluate annual capital and operating budgets as requested by administration.
  • Set service level goals and monitor against financial targets as approved by council.
  • Manage capital projects/programs including work assigned to others (contracts, etc.).
  • Project variances as part of the monthly review; monitor and control budgets in conjunction with finance staff.
  • Directs and oversees the fire rescue, public education, fire prevention, inspection and administration divisions of the department.
  • Reports to and assume command at major emergent incidents.
  • Make recommendations to the Chief Administrative Officer on all personnel matters in accordance with the Policies and Procedures of the Town of Kingsville.
  • Direct and oversee the administration of training curriculum, programs and procedures for the fire department.
  • Oversee recruiting, interviewing, training, performance management, etc. of all fire personnel.
  • Responsible for the customer services and administration components of the fire services division.
  • Ensure administrative procedures are maintained/followed as approved by council.
  • Prepare a 3 to 5 year capital and equipment replacement schedule.
  • Direct and oversee the preparation of RFP's or tenders where required.
  • Maintain operational statistics and records as required.
  • Prepare reports to Council.
  • Provide fire cause and determination services at all responses and when required notify other investigating agencies for further investigation. Provide expert witness services when required.
  • Accountable for health and safety responsibilities including staff adherence to the OHSA and the Town of Kingsville's Health and Safety Policies and Procedures including WHMIS.
  • Recognize work hazards and develop procedures and training to address safety concerns.
  • Act as CEMC for emergency response including providing recommendations and strategies regarding emergency response. Assist as required with the development, training and implementation of the municipal emergency plan.
  • Other duties as assigned by the Chief Administrative Officer.
QUALIFICATIONS
  • Must be a graduate of the Ontario Fire College, Company Officer Diploma (OFC) or equivalent.
  • Thorough knowledge of all aspects of Fire Prevention, Fire Inspection, and Fire Department management, and all related legislation including the Fire Protection and Prevention Act, the Emergency Management and Civil Protection Act, as normally acquired through training and certification from the Ontario Fire College, and/or progressive NFPA training courses and certifications
  • Must be certified and in good standing in Company Officer Certification (ProBoard) or equivalent.
  • Minimum of 10 years experience in firefighting operations with 5 years senior officer designation of a fire department with experience in emergency planning, scheduling, policy development, supervising and training of staff and budget development.
  • Must have completed or the ability to obtain the mandatory training for Community Emergency Management Coordinator as outlined by OFMEM.
  • Must have experience demonstrating effective written and verbal communication skills.
  • Must have knowledge of computer software programs in a Windows and Microsoft Office environment.
  • Must have knowledge of Ontario FPPA, Ontario Fire Code, Ontario Building Code and NFPA Standards.
  • Must have experience demonstrating strong organizational, sound judgment and leadership skills.
  • Must have experience with emergency planning and emergency response.
  • Must possess and maintain a valid Ontario DZ Driver's Licence.
WORKING CONDITIONS
  • Work is performed in both an office environment and outside in a supervisory role on a 35 hour work week and is subject to responding to emergency calls.
  • This position requires regular attendance at council meetings and other after-hour meetings.
  • Lieu time is capped at 70 hours annually.
WAGE RATE
$118,320 – $147,900 (Salary Group 10)
