Ontario Line South

Our team is mobilizing its design and construction crews, with major works to commence in 2023. The South Civil contract is anticipated to be completed in 2030.

The project will strengthen Ontario's economy by supporting an estimated 1,500 jobs at the peak of construction.

What is the project?

  • A six-kilometre tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River)
  • Stations:
    • One above-ground station to be integrated with the existing GO Transit Exhibition Station
    • Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations
    • Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown.

Job Description

Reporting to the Contract Coordinator Lead, this role will be the point of contact for a group of Station Contract Coordinators to ensure the team duly manage the prime contract between Project Co. and the Contracting Authority, and manage various types of agreements between the Joint Venture Design and Build Contractor and supply chain / subcontractors that are relevant to the stations; including the implementation of subcontract administration procedures in accordance with a specific Contract Management Plan. Comply with all project health and safety requirements.

What you will undertake:

Procurement:

  • As needed, assist in the negotiations of contractual terms and conditions with subcontractors and/or vendors.

Contract Management:

  • Contribute to the achievement of Health and Safety pursuant to the contract by highlighting if a variation or amendment can adversely affect the H&S of any person.
  • An in-depth understanding of the contract and schedules.
  • Coordinate Station Contract Coordinators ensuring compliance with contract and subcontracts both upstream and downstream with the client and subcontractors respectively, providing guidance, giving advice and monitoring their performance
  • Training and developing the team on contract management. Carry out talent review and follow up their development.
  • Ensure the maintenance of trackers with the notifications, variations, delay notices and compensation events, both upstream with the client and downstream with the supply chain, as wells as liaise with the operations team to respond and submit notifications within the deadlines set out in the contract.
  • In a timely manner provide a dashboard with the notifications indicating the status of each of them.
  • Negotiation of the entitlement to variations with both upstream with the client and downstream with the supply chain.
  • Involvement in contract management meetings with the operations team to create contract awareness and address contractual matters.
  • Ability to draw up clear and compelling letters with professional and contractual content, and in a timely manner.
  • In conjunction with the Contract Coordinator Lead and Area Station Manager, notify the client of contract entitlements, early warning notices, delay notices and compensation events. The candidate will be eager to conduct site visits with the construction team, as well as encourage the Station Contract Coordinators to make sure there is nothing that can contravene the contract and or can put the joint venture in jeopardy.
  • Encourage the Area Station Manager and construction team to maintain records and daily reports.
  • Ensure that Station Contract Coordinators brief the Variations team on the upcoming variation enquiries.
  • Use of Contract Administration Management System such as Unifier, Dalux, ASite, CEMAR, etc…
  • Working with the project team to manage project activities to deliver the works on time, to budget and the specified quality.
  • To promote company values in all dealings with other employees, clients, subcontractors and other external contacts.
  • Understanding of contractual risks in a PPP project.

Claim Management:

  • Evaluate subcontract delay (or other) claims with the Contract Coordinator Lead or other designated authority.
  • Ensure that Station Contract Coordinator review the entitlement of any subcontractors notices and keep Contract Coordinator Lead and Contract Manager informed.
  • Review, and prepare if needed, draft letters / notices to subcontractors where non-compliance with the terms and conditions is observed.
  • Change Orders. Assist the Variations and Change Team with administering any prime contract (new or proposed) changes or assessing the validity of any sub-contract change requests.
  • Interact with engineering, construction and scheduling departments to ensure compliance any future amendments to the subcontract.
  • Lead the contractual aspects of delay (or other) claim events, collation of evidence / supporting documents for pricing under the Prime Contract for internal approval, in accordance with the provisions of the contract.

Progress Payments:

  • Prime Contract: Ensure the Station Contract Coordinators prepare the monthly progress applications for payment, collating supporting documentation (working papers) to demonstrate progress calculations and liaising with internal stakeholders as necessary.
  • Sub-contract: assess/check, accuracy and process progress applications for payment ensuring subcontractors are not overpaid. Issue appropriate recommendations for payment and administer same with the subcontractors.
  • Conduct final account review, process back charges. Ensure all documentation is received, deficiencies are addressed and close out subcontracts.
  • Process subcontractor / prime contract requests for release of hold back and final payment.
  • Assist in the preparation of evaluations of subcontractor and vendor performance.
Qualifications

What do we ask for?

  • Design Build experience in a P3 environment.
  • 10 or more years of experience in contract administration.
  • Degree in Construction, Quantity Surveying or similar.
  • Previous experience in construction of large-scale projects particularly tunneling and stations, along with advanced understanding of contractual and technical terms.
  • Experience in working in multi-national joint venture environment.
  • Experience managing packages worth $10 million or more.
  • Good knowledge of SharePoint and Contract Administration Management System.
  • Advanced planning and communication skills.
  • Comprehensive Commercial awareness.
  • Advanced understanding of fixed price construction projects and the ability to work within a fixed budget.
  • Advanced knowledge of contract(s) and ensure compliance.
  • Knowledge/understanding of surety/Letters of Credit – Performance, Holdback, Labor & Material Bonding.
  • Excellent excel spreadsheet and word processing skills.
  • Excellent organization, documentation and planning skills.
  • Excellent communication skills.
  • Experience managing a team of 3 Quantity Surveyors or Contract Administrators
  • High level of written English.
  • Strong negotiation and influencing skills
  • Possess drive and passion necessary to increase profit and growth professionally within the organization.
  • Team player.
  • Responsive to meet deadlines for submission of notifications.
  • Presentation skills (written and verbal)
