MUST HAVES:

  • Provides project management on large scale, complex, high profile and high-risk projects for Public Sector I&IT initiatives.
  • Project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development and implementation of IT Health-related solutions
  • Working with business analysts and system designers to define project scope, and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs
  • Acting as the senior business/technical expert, coordinating all aspects of a specific deliverable including the oversight of team members where appropriate
  • Developing detailed project management documentation
  • Developing, preparing reports and presentations, including options, recommendations, implementation plans, designs, strategies and change-management options
  • Providing project, program, and/or portfolio reporting to multi-stakeholders at management levels
  • Deployment to meet the functional and non-functional requirements, adhering to GO-ITS and Digital Health standards and internal branch standards and in some cases proposing amendments to those standards.
  • Experience with project management software such as MS Project, Planview, Jira, and Confluence
  • Experience in managing projects using Agile project management methodologies for the analysis, design, development and implementation of applications in large complex environments

Description

Responsibilities:

  • Provide project management for the COVaxON solution
  • Ensure project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
  • Interact with senior staff within the ministry and with external partners and manage relationships
  • Lead organizational development, strategy development, business planning, and ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
  • Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
  • Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
  • Use ministry project management tools for recording and reporting project/program data
  • Participate in team meetings
  • Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
  • Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
  • Manage and monitor project progress, critical path activities, and report on slippage
  • Create overall project status and project progress reports for project executives and stakeholders
  • Identify and manage issues, review issue status, and produce issue logs
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
  • Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan
  • Participate in steering committee and stakeholder forums
  • Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
  • Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
  • Be a demonstrated team player with a track record for meeting deadlines.

Experience and Skill Set Requirements

Public Sector Experience - 5 points

  • Provides project management on large scale, complex, high profile and high-risk projects for Public Sector I&IT initiatives.
  • Ensures project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with Public Sector project management methodologies and frameworks.

Project Management Skills and Experience - 55 points

10+ years of experience in the following:

  • Project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development and implementation of IT Health-related solutions
  • Working with business analysts and system designers to define project scope, and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs
  • Leading a team of business analysts, designers, developers and working with cross-functional teams
  • Overseeing the development of agreed-to solutions and implementation of those solutions, including design, test, installation and monitoring of the new systems
  • Gathering and developing requirements in order to create and maintain a detailed project schedule, timelines, resource and integrated plan
  • Acting as the senior business/technical expert, coordinating all aspects of a specific deliverable including the oversight of team members where appropriate
  • Applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches

  • Demonstrated experience with private and public-sector delivery partner capacity to deliver technology in a clinical setting
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Experience with integrated change control process
