Introduction:

Reporting to the Senior Director, Strategic Partnerships and Digital Services, the Director, in collaboration with ICES leadership, is responsible for the development and delivery of the work of the department at ICES. This includes the developing partnerships, guiding governance, connecting with communities, and developing mutual capacity building with First Nations, Métis, Inuit organizational and health service provider partners across urban, rural, and remote geographies

Responsibilities of the position include, but may not be limited to:

  1. Develop, implement, and manage the delivery of the Indigenous Partnerships, Data and Analytics department at ICES, including:
  • Facilitating the assertion of representative and diverse First Nations, Inuit, and Métis approaches, perspectives, protocols, and practices to leadership at ICES;
  • Managing the Indigenous Partnerships, Data and Analytics department;
  • Effectively manage all aspects of performance management of direct reports including coaching individuals and continuous evaluation of performance.
  1. Manage the design and development of an effective and ongoing strategy related to work with Indigenous data and partners and advance harmonization of ongoing ICES scientific and corporate strategies with First Nations, Inuit, and Métis requirements and protocols;
  2. Advise on adapting ICES policies and processes to align with the visions, principles, and requirements of First Nations, Inuit, and Métis Peoples from across geographies in Ontario;
  3. Educate and provide expertise to internal and external partners regarding First Nations, Inuit, and Métis Peoples' (from across geographies in Ontario) data and data use at ICES;
  4. Identify where ICES needs guidance and seek that guidance from Indigenous thought leaders;
  5. Represent ICES at external meetings and share ICES' approach to integrating Indigenous data sovereignty principles;
  6. Taking responsibility for budget and planning for the department;
  7. Develop business plan for the Indigenous Partnerships, Data and Analytics department and oversee its implementation in collaboration with other ICES staff and departments;
  8. Oversee completion of reporting documents for funders/stakeholders, Board and Scientific Advisory Committee;
  9. Develop proposals as needed;
  10. Manage contracts with Indigenous partners;
  11. Oversee Indigenous Applied Health Research Questions (AHRQ) process;
  12. Oversee and guide the development of internal and external capacity building;
  13. Lead and manage strategic initiatives relating to Indigenous data and partnerships;
  14. Oversee departmental expenses and recovery of costs. Analyze major capital and operational expenditure requirements, make recommendations, implement, and monitor against established metrics;
  15. Other duties as may be assigned within the scope of this position.

Knowledge, skills and abilities required:

  • Master's degree preferred. Bachelor's Degree required;
  • At least 8 years of Indigenous community and/or research experience;
  • Experience working with major health system and Indigenous stakeholders and leaders within Ontario;
  • Demonstrated knowledge of Indigenous cultures and histories in Canada, preferably through personal lived experiences would be an asset;
  • A minimum of 5 years management experience;
  • Understanding and experience working with principles of Indigenous data sovereignty;
  • Familiarity and knowledge of the diversity of First Nation, Inuit, and Métis Peoples;
  • Recognized leadership in First Nations, Métis, and/or Inuit communities;
  • Relationship building skills;
  • Demonstrated understanding of Indigenous research methodologies and approaches. It would be an asset to have an understanding of quantitative Indigenous health research methodologies;
  • Collaborative leadership skills;
  • Demonstrated strategic planning and management skills;
  • Demonstrated ability to lead effective teams toward desired outcomes;
  • Demonstrated understanding of strategic planning and program implementation;
  • Demonstrated understanding of partnership development strategies and standard of practice development;
  • Demonstrated project management expertise (budget and timeline management etc.);
  • Demonstrated understanding of health care system, policy development and planning in Ontario;
  • Excellent oral and written communication skills;
  • Flexible and able to work on multiple projects simultaneously;
  • Knowledge of ICES mission and goals.

This is a full-time opportunity at ICES Central. Successful candidate must reside within Ontario while working remotely and able to come into the office if required from time to time. There may be instances where in-person meetings are requested; however, ICES continues to support Flexible remote work arrangements anywhere in Ontario.

Security clearance may be required.
