Ontario Line South

Our team is mobilizing its design and construction crews, with major works to commence in 2023. The South Civil contract is anticipated to be completed in 2030.

The project will strengthen Ontario's economy by supporting an estimated 1,500 jobs at the peak of construction.

What is the project?

  • A six-kilometre tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River)
  • Stations:
    • One above-ground station to be integrated with the existing GO Transit Exhibition Station
    • Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations
    • Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown.

Job Description

Variation & Change Team

The Variation & Change Team is part of the Contract Department. The Variation & Change Team is responsible for managing the instruction of any Variation, Change or Claim with the Contractual Authority. The Team is therefore in intimate interfaces with all the Project department (technical, schedule, procurement, construction, legal, finance) in order to provide, in timely manner, comprehensive estimate for any of these events, while assessing any impacts.

The Claim process, under OTG applicable contract, is a specific process deviating from the other Variation & Change process, hence requiring a dedicated team.

The Claim Team is working hand in hand with the other members of the Variation team, constituted of coordinators, estimators, engineers and schedulers, under the supervision of the Variation & Change Manager. It is supported by different legal & claim consultants, upon request.

What you will undertake, your responsibilities

As a Senior Claims Manager, you will be a linchpin in our high-stakes project. This senior role entails hands-on analysis and estimation of complex claims across various project facets, influencing the outcome of a $6B initiative. You will manage the Claims Team, constituted with Claims Coordinators and Claims Analysts.

  • Manage the Claims Team on a daily basis. Assign the tasks to the Team members, establish workload look-ahead forecasts
  • Lead in the development and the improvement of the OTG Claim Process
  • Responsible for the constitution of complete and substantiated Claims file, covering both the direct costs impacts (task-related costs) and the indirect costs (running costs) whenever it can be proven that these impacts exist
  • Lead the definition of the claim strategy, on a case-by-case basis, to provide the strongest case possible, in close coordination with the rest of the Contract Department. Apprehend the impacts of unforeseen events on project scope, schedule, and budget
  • Organize the analysis of data logs, site reports, project plans, specifications, and other documents to identify impact of unforeseen events on project schedule, resources, and cost
  • Lead the coordination with all Project departments which shall have been impacted by the different unforeseen events: station construction teams / cost control team / schedule team, etc… Lead the monthly meetings with the Station Teams and the Contract Team.
  • Prepare, review and validate detailed assessments on the impact
  • Collaborate with the project teams to develop and maintain a comprehensive log of all claims
  • Provide regular reports and updates to the Variation & Claim Manager and other project stakeholders on the status of all claims
  • Support the Variation & Claim Manager in the negotiation and resolution of claims with the Contractual Authority
Qualifications
  • A Bachelor's degree in engineering, construction management, or a related field, providing a solid foundation for the complexities of the role
  • Minimum of 7 years of proven experience as a project manager / contract coordination / claim coordination in the construction industry.
  • Extensive operational experience on large-scale projects like tunneling and stations.
  • Exceptional analytical capabilities, autonomy, and strong interpersonal skills.
  • Ability to interpret data and make decisions based on evidence/logic.
  • Proven ability to work in a collaborative team environment and meet stringent deadlines, ability to work under pressure
  • Excellent oral and written communication skills
  • Good time management and organization skills
  • Proficiency in office softwares
