Salary:

Reporting to the CEO, the Vice-President, Accounting and Finance, will be an integral member of FNCIAS's Executive Leadership Team by contributing to policy development, planning and implementation of organizational initiatives, and advocating new approaches and long-term views toward achieving the organization's goals.

This role will oversee, lead, plan, direct, control and evaluate the areas of finance, accounting and payroll. Further, they will provide financial expertise organization wide including advice in organizational planning, workforce planning, and contract management.

Position Description

  • Lead the formulation and approval process for multi-year financial plans and the annual budget to ensure that sufficient resources are allocated for successful program delivery.
  • Prepare and present financial, budget, and other reports to the board of directors and board committees as directed by the CEO.
  • Represent FNCIAS at governance tables relevant to areas of responsibility (Accounting, Finance and Payroll), or others as directed by the CEO.
  • Provide operational leadership, project management, and staff supervision to assigned program areas.
  • Regularly assess alignment between outcomes of operational plans and the contribution of operational plans to FNCIAS's strategic goals within the assigned portfolio.
  • With a high degree of independence, provide leadership and direction in developing, communicating, executing, and sustaining the assigned corporate services program areas.
  • Financial services, including corporate accounting, financial reporting, financial planning, budget, and payroll services.
  • Support the development of FNCIAS's strategy and contribute to setting short, medium, and long-term direction of the organization.
  • Operationalize the organization's strategy within assigned program areas and evaluate progress using key metrics. Evaluate results, identify areas of risk, and develop, implement, and evaluate strategies to mitigate risk.
  • Establish and maintain effective external relationships or partnerships that enable and advance FNCIAS's strategic goals based on strong partner relationships, broad stakeholder engagement, and communication.
  • Regularly assess the effectiveness and appropriateness of the organization's policies and procedures, and develop, consult, and manage approvals for new or amended policies as required.
  • Continually work to improve activities within the assigned portfolio to ensure the activities contribute to achieving FNCIAS's strategic goals and employees understand how their work is connected to strategy.
  • Continuously monitor the environment and best practices within assigned program areas and recommend strategies and tactics to the CEO accordingly.
  • Develop and lead successful teams that are clear on what they are expected to achieve, have clearly defined roles and responsibilities, are provided the resources and supports to regularly achieve performance targets, and receive timely feedback and coaching on performance.
  • Develop, implement, and lead organizational change in ways that actively engage individuals and teams in constructive problem-solving that enables continuous process improvement.
  • Build and maintain strong relationships with First Nations leadership, officials, community members and technical staff in the province.

Education and Experience

  • CPA designation or equivalent designation is required.
  • Bachelor of Commerce with a major in Accounting or Finance.
  • Minimum ten years of progressive experience in a leadership position.
  • Experience with First Nations knowledge systems and worldviews.

Successful candidates in this position may come from a variety of academic and/or experiential backgrounds, however demonstrating a passion for improving housing and infrastructure outcomes on reserve lands is mandatory.

Desirable Experience and Qualities

  • Demonstrated knowledge of public finance, including analyzing financial statements, managing budgets, forecasting, and financial reporting.
  • Demonstrated experience managing $5+ million annual operating budgets.
  • A solid understanding of the working with First Nations organizations, Leadership, communities as well as government organizations.
  • Strong analytical and problem-solving skills, with the ability to identify areas for improvement and implement changes.
  • Demonstrated ability to manage multiple work portfolios simultaneously and prioritize effectively.
  • Excellent communication, negotiation, and interpersonal skills, with a track record of building and maintaining key stakeholder relationships.
  • In-depth knowledge of the history and present-day context of First Nations Peoples in Saskatchewan and other jurisdictions in Canada, including governments and organizations.
  • Demonstrated experience in First Nations and/or Indigenous Relations program development, implementation and management, along with strong communication and interpersonal skills and a demonstrated ability to work within a collaborative environment.
  • Experience building partnerships and working with First Nations businesses, community members, governments, and organizations.
  • High level of integrity and personal accountability.
  • Strong facilitative, negotiation, influencing, written communication and presentation skills.
  • Good judgement, ability to deal with complex and sensitive issues, and communicate and collaborate effectively.
