Urban and Community Systems within Public Spaces Delivery is seeking a skilled and motivated Leader to oversee complex, urban city-shaping projects and initiatives. Reporting to the Manager of Urban and Community Systems, the Leader, Community Revitalization, will oversee a team of professional engineers and project managers responsible for managing the procurement, design, and successful construction delivery of capital infrastructure within a diverse portfolio of programs and projects that currently include Main Streets, Transit Oriented Development, the Established Area Growth and Change Strategy, Calgary Pathways Program, Downtown Streetscape and Public Realm Program, and Stoney Trail projects.
As a member of the Urban and Community Systems Leadership team, you will be expected to foster an inclusive leadership approach that promotes equity, diversity, inclusion, and psychological and physical safety. As a strategic decision-maker, you will possess political acumen and have experience in advancing complex city-building outcomes. Primary duties include:

  • Lead, mentor, and develop an integrated team of professionals responsible for delivering complex capital infrastructure projects and programs.
  • Oversee the planning, procurement, design, cost estimating, partner coordination, and construction delivery of multi-disciplinary projects across the portfolio.
  • Manage internal and external resources, including consultants and contractors, to ensure projects are delivered safely, effectively, on schedule, on budget, and in alignment with project objectives.
  • Build and sustain strategies, work plans, budgets, capital plans, resource approaches, and funding options that enable the team to advance portfolio priorities and respond to emerging challenges.
  • Collaborate with internal and external partners, including City departments, community and business organizations, committees, commissions, industry partners, Council, and members of the public, as required.
  • Lead organizational change, support team development, model The City¿s values, promote respectful and inclusive workplace behaviors, and contribute to continuous improvement in project delivery practices, standards, and policies.

Qualifications

  • A degree in Civil Engineering or a related field and at least 8 years of progressively more senior and diverse relevant professional engineering experience obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
  • At least 4 years of experience leading and supervising a team.
  • Knowledge of urban design principles, project/design engineering standards, and capital project delivery from concept through construction within a government, consulting, or construction environment; experience in construction and contract management is required.
  • A Project Management Professional (PMP) designation is considered an asset.
  • Strong project management, analytical, financial and business planning, communication, collaboration, problem-solving, and negotiation skills, with the ability to manage multiple strategic priorities and balance technical requirements with broader organizational and community considerations.
  • Demonstrated leadership, political acumen, and change management capability, including the ability to build strong teams, navigate a complex municipal environment, manage resources and performance, and maintain effective relationships with colleagues, clients, partners, and elected officials.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
