As the Leader, Infrastructure Strategy and Project Development, you will lead a team responsible for advancing complex, early-stage infrastructure and strategic project development initiatives across The City. You will provide leadership in advancing complex infrastructure initiatives through due diligence and feasibility assessments, cross-corporate project planning and program coordination, and the development of infrastructure strategies and business cases that support informed investment decisions.

You will provide strategic, financial and technical advice to senior leadership, collaborate with internal and external partners, and apply strong political acumen and professional judgement to advance Council priorities and other significant City initiatives. Primary duties include:

  • Lead and develop a team of strategic project development professionals, including setting priorities and work plans, overseeing team deliverables, managing resources, and supporting employee performance, coaching and career development.
  • Coordinate cross-corporate project strategy and program management by leading multidisciplinary internal working groups, aligning project readiness with external funding cycles, identifying pathways to advance complex initiatives, and supporting consistent corporate positioning on strategic initiatives.
  • Oversee the scoping and delivery of key infrastructure strategies, feasibility studies, due diligence reviews, technical studies and analyses, including sports infrastructure and land development opportunities, to advance project development, assess project viability and strengthen business cases for investment.
  • Provide strategic advice and recommendations to senior leadership and Council on complex project development matters, clearly communicating technical and non-technical information and supporting informed decisions on early-stage infrastructure initiatives.

Qualifications

  • A degree in Management, Engineering, Business Administration, Project Management, Planning, or a related field.
  • At least 8 years of progressive experience in transportation or utilities infrastructure planning, land use planning, climate change mitigation and adaption, strategic thinking, project management, and capital budgeting.
  • Experience must include at least 4 years in a leadership role, with a proven track record of building and leading high-performing teams, managing change and uncertainty, and improving team performance through effective resource deployment and strategic direction.
  • An advanced degree or professional certification in a related field will be considered an asset.
  • Equivalent combinations of education and experience may be considered.
  • Demonstrated leadership skills, including experience building and developing strong teams, managing change and uncertainty, improving team performance, and effectively managing resources.
  • Strong political acumen, communication and public speaking skills, with the ability to facilitate complex discussions and establish effective working relationships with colleagues, clients, partners and elected officials.
  • Experience developing and implementing strategic direction for a complex organization or division, preferably within a service-based environment, will be considered an asset.
  • Experience working in the public sector, particularly in a large municipal and multi-union environment will be considered an asset.
  • Experience conducting complex negotiations with external partners, as well as coordinating cross-corporate projects and program management, will be considered an asset.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

  • Hours of work: Standard 35 hour work week.
  • Days of work: This position works a 5-day work week earning 1 day off in a 3 week cycle.
