As the Procurement Program Manager within Waste Services, you will provide critical governance and oversight across a comprehensive range of procurement, purchasing and contractual activities. Responsible for contracts that represent nearly half of the Waste Services budget, your leadership directly supports service delivery to over 445,000 Edmonton households. In this key role, you will navigate complex, high-value procurements while building collaborative, high-trust relationships with vendors and internal leadership. You will lead and mentor a dedicated team, ensuring operational needs are met efficiently, cost-effectively, and in full alignment with organizational policies and directives. What will you do? - Lead strategic sourcing initiatives and develop long-term procurement strategies that align with organizational objectives, focusing on efficiency, cost savings, and risk management - Build and maintain strong relationships with vendors, suppliers, and executive leadership to ensure a reliable and resilient supply chain - Negotiate favorable terms and conditions, draft and manage complex contracts, and oversee purchase order administration processes - Provide expert oversight and mentorship to a team of direct reports, fostering a culture of continuous improvement, accountability, and professional growth - Collaborate closely with internal business areas, law, and key collaborators to streamline workflows, identify risk, and maximize contract value - Ensure all purchasing and procurement activities comply with health and safety protocols, trade agreements, relevant legislation, and corporate policies - Work with the Business Area Managers to ensure the results of the tendering process are aligned with the expectations and procurement requirements of the City of Edmonton - Provide extensive knowledge and experience in working with Procurement, Legal and Risk Management to complete the procurement cycle in a way that meets business requirements - Provide guidance, management oversight and options for the tendering process while collaborating with the team - Manage and maintain the development of and reporting on purchasing and information gathering, including but not limited to compliance, term, available funds remaining, requirements, rankings, pricing, turnaround time, standard terms and requirements - Provide regular status updates to appropriate steering committees, partner groups, and executive leadership to ensure all parties are aligned with their expectations - Prepare and develop new master agreements by working closely with the in-house legal team, business partners, and vendor collaborators
