Role Responsibilities

Join us in supporting Alberta families by ensuring timely, accurate, and accessible childcare subsidy services that make a meaningful difference in communities throughout the province.
The Child Care Subsidy Supervisor is responsible for the operational requirements of the following programs: Child Care Subsidy, Out of School Care Subsidy, Extended Hours Subsidy.
The Child Care Subsidy Supervisor provides guidance, direction and advice to the Child Care Subsidy Assessors, and Administrative Support to ensure that program benefits are delivered within guidelines prescribed by program policy and procedures in a timely, accurate and respectful manner.
- The position is responsible for teambuilding, recruitment, training and ongoing support and supervision of staff.
- This position makes decisions at the 2nd level of appeal. The client groups most impacted by the activities of the supervisor are applicants who appeal or call due to difficulties with a policy or procedure.
- The supervisor communicates and consults with community stakeholders to develop strategies to best meet the diverse or changing needs of the community in terms of program effectiveness and program delivery.

1.Supervision of Child Care Assessor staff
• Support recruitment processes, orientation and training of new employees in all the roles supervised.
• Promote professional development of all staff.
• Establish unit and individual objectives.

2. Oversee Service Delivery
• Monitor assessor's work to ensure adherence to program policies and procedures; interpret policies and procedures; implement and provide feedback on new policies/procedures.
• Remain current on trends, program issues and changes in precedents or procedures and identify service delivery gaps.
• Engage with committees to resolve policy issues or regional/provincial concerns; provide program input to Manager.

3. Review Appeals presented either in writing by the applicant
• Lead in case conferences with Manager on complex or contentious cases
• Provide interpretation of guidelines and procedures to assessors,
• Contribute to continuous development of the Child Care Subsidy program and technical information database and provide feedback for future improvements.

5. Provide Community Liaison/Partnership
• Develop and maintain network of contacts with other agencies such as, Income Support, Child Intervention Workers, Family Supports for Children with Disabilities Workers, Fraud, Daycare and Family Day Home operators to facilitate service delivery.

• Champion understanding of program philosophies, policies and procedures through participation in speaking engagements within the community and/or other stakeholder departments.

6. Committee Involvement - internal and external
• Respond to applicant issues, calls from community, MLA offices, Action Requests and inquiries from Minister's Office, Auditor General and other stakeholders.

7. Financial Responsibilities
• Analyze higher level financial information such as business financial statements, corporate and proprietorship income tax returns, investment income statements; personal and corporate Income tax to determine eligibility for subsidy.

Qualifications

Minimum Recruitment Standards

Education: 1-year related certificate
Experience: 2 years of related experience
Equivalency: Two-way
Directly related education or experience considered based on
1-year of education for 1-year of experience or
1-year of experience for 1-year of education.
In addition to the minimum qualifications, the following knowledge, skills, and experience would be considered strong assets:
 Comprehensive knowledge of childcare subsidy programs, policies, and regulatory requirements.
 Extensive knowledge of childcare subsidy programs, services, and supports.
 Strong understanding of operational processes and procedures.
 In-depth knowledge of Assessor and Administrative Support functions.
 General knowledge of related government programs, services, and legislation.
 Knowledge of childcare provider agreements and regulatory requirements.
 Advanced knowledge of financial analysis, accounting, and tax documentation.
 Extensive knowledge in ECDS/CCIS systems.
 Proficiency in Microsoft Word, Excel and Outlook.
 Awareness of social barriers, human behaviour, family dynamics, and wellness issues.
 Interviewing /Communication/Presentation/Public speaking abilities.
 Sound decision-making with a high degree of accuracy.

Hours of Work:

Monday to Friday (8:15am – 4:30pm)

This role is eligible for full-time remote work

Location: Edmonton or Calgary. Preference will be given to candidates residing in Edmonton and Calgary.
