The Project Engineer functions as the technical project manager for Aecon’s sublet design and procurement engineering scopes for all nuclear life cycle activities. Located in Kincardine, Oshawa, Chalk River What You'll Do Here: Proposal Stage

• May support proposal development for engineering services and engineered equipment if required by the Proposal Manager (depending on scope and complexity of engineering or engineered equipment).
• May prepare specifications to prospective DSPs to establish scope, functional design, codes and standards, schedule and deliverables through preparation of an Aecon Technical Specification (ATS) or similar RFQ document based on contract/customer specifications as directed by the Proposal Manager.
• Evaluate DSP bids as required and provide estimated execution cost and engineering manhours to the Proposal Manager for entry into the estimate.
• For proposals that involve engineered equipment, may coordinate conceptual engineering with the DSP as required and prepare RFQs to engineered equipment suppliers via Procurement as required by the Proposal Manager.
• May help evaluate engineered equipment bids with the DSP as required with Proposal Management and Procurement.
• Prepare engineering manhour estimates for internal Aecon engineering as required by the Proposal Manager.
• Provide input to the proposal-level risk assessment from an engineering perspective.
• Assist in proposal preparation as required by the Proposal Manager.
• Attend Proposal Turnover Meetings as required.
• May review constructability elements with support from Construction in support of the proposal.

Project Execution - Design Stage

• Review customer specifications and design documents.
• Reconcile as-sold engineering scope at Aecon internal contract kick-off and finalize DSP requirements to support the contract.
• Identify engineering risk items, including FOAKs, performance guarantees, and other factors that may impact execution strategy, required DSP oversight, or project cost.
• Determine the required level of DSP oversight (Oversight Plan).
• Prepare and/or finalize DSP specifications (ATS, schedule, deliverables, etc.) and support contract DSP bid review and final selection.
• Establish engineering communication protocols and roles as directed by the Project Manager or as required with the customer per procedures or contract.
• Conduct site walkdowns with the DSP and/or the customer to support design and constructability review activities.
• Support DSP development of design activity plans (engineering WBS and schedule) in accordance with contract requirements.
• Chair and monitor engineering progress with the DSP.
• May visit DSP and vendor offices as required to review progress and testing activities, including Factory Acceptance Testing (FAT).
• May be required to sign off applications for regulatory approvals (i.e., TSSA).
• Act as the engineering representative at regular customer progress and design review meetings.
• Review and transmit design products to the customer (via Document Control) per the contract document delivery schedule.
• Prepare and/or approve engineered equipment Aecon Technical Specifications (ATSs) in accordance with applicable operating procedures.
• Select and assign Quality Assurance programs for procured items.
• Review engineered equipment design documents and coordinate review with DSP, customer, and Procurement as required.
• Provide constructability review support, including progress review with the Constructability Team Lead (CTL) and construction representatives.
• Participate in design challenge reviews and design progress reviews to ensure value engineering concepts and constructability are integrated with the engineering product and contract requirements are met.
• Communicate and ensure incorporation of constructability elements in the design.
• Review and accept DSP products and verify that they satisfy contract requirements.

Construction Stage

• Maintain the role as lead interface with the customer and DSP for all engineering-related issues.
• Review and issue design document revisions to the customer to address construction-related changes.
• May be required to facilitate resolution of unusual or difficult issues related to the engineering design with the DSP.
• May review and approve, as required, dispositions for NCRs and Field Initiated Changes (FICs) that may impact constructability and cost, and monitor and review dispositions with the DSP.
• May assist the Project Manager with Change Request disposition and approval.
• Review and/or approve construction work packages for design compliance.
• May act as the Modification Team Lead (MTL) for OPG contracts.
• Provide guidance, mentorship, and training to Project Coordinators to support development.
• May provide oversight or review red-line drawings and coordinate final as-builts with the DSP.

Commissioning and Closeout

• Coordinate and support preparation of the commissioning plan in accordance with contract requirements. The DSP may be contracted to prepare the detailed plan and approval may be required on behalf of Aecon.
• Conduct final walkdowns and approve walkdown punch lists as required for construction closeout.
• Support commissioning staff and training activities as required.
• Be responsible for resolving functional and design deficiencies with engineered equipment suppliers.
• Accept performance test results and commissioning reports as required.
• Support the preparation and/or approval of final system turnover documents, including final as-builts and closeout documents with the customer.

What You Bring to the Team:

• Professional Engineer with ideally a minimum of 8-10 years’ experience in engineering and construction of EPC projects.
• Working knowledge of CANDU nuclear plant systems and components.
• Strong knowledge of industry codes and OPG standards.
• Knowledge of CSA N28 series standards relevant to the discipline role (i.e., N285 for mechanical and pressure boundary scopes).
• Strong knowledge of Nuclear N299 standards and relevant quality programs.
• Knowledge of ASME codes as applicable for pressure boundary work (i.e., ASME Section III, Class 1, Class 2, etc.).
• Experience and knowledge in the procurement of nuclear-class components and systems.
• Experience working directly with engineering service providers and construction trades.
• Familiarity with the design and operation of power plant system components such as valves, piping, pipe supports, instrumentation, rotating equipment, and electrical equipment.
• Knowledge of engineering and construction change management processes.
• Modification Team Lead (MTL) qualified for OPG contracts.
• Leadership and team skills with the ability to work collaboratively in a team environment.

Reason for Vacancy: Evergreen The expected pay range for this role is $110,000 - $150,000 per year. Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
