The Technology Services Division is advancing a significant transformation focused on modernizing technology, strengthening digital foundations and enabling faster, more seamless delivery of services.
As the newly created Director, Development & Operations, you will make a significant impact by bringing greater agility, automation and reliability to how technology solutions move from development into production. The work you lead will have a meaningful impact on how quickly and reliably digital services can be delivered to more than 2.9 million Toronto residents.
Reporting to the Deputy Chief Technology Officer, Digital Business & Enterprise Applications, you will bring together the backbone of software delivery across the City and establish a modern enterprise DevOps capability, focusing on:
- DevOps and platform engineering, establishing modern, scalable practices that support faster and more consistent delivery.
- CI/CD and software delivery automation, creating a more integrated and efficient path from development to production.
- Quality engineering and testing, advancing automation and reducing reliance on manual testing.
- Release management, strengthening how changes move through development, testing and production environments.
- Operational reliability, ensuring digital services are stable, resilient and production-ready.
Your leadership will play a critical part in improving the City's ability to move software changes from development to production safely, efficiently and reliably, reducing delivery timelines from while strengthening governance, quality and operational outcomes.
In this role, you will provide leadership across the following areas:
Enterprise DevOps & Software Delivery Transformation
- Establish and lead a modern enterprise DevOps capability that brings together the people, platforms, processes and practices required to move technology solutions from development to production more rapidly, reliably and consistently.
- Lead the evolution of enterprise CI/CD, developer platforms and infrastructure automation, reducing manual effort and creating a more seamless and scalable software delivery lifecycle.
- Advance modern engineering practices and emerging technologies, including increasingly automated and AI-enabled testing capabilities, to improve delivery speed, developer productivity and overall quality.
Release Management, Quality & Operational Reliability
- Provide strategic leadership across release management, quality engineering and operational reliability, strengthening how technology changes move through development, testing and production environments.
- Establish consistent practices that support effective coordination of concurrent technology changes, operational readiness and reliable production releases across a complex enterprise environment.
- Strengthen automated quality engineering and testing practices to improve service availability, performance and resilience while reducing delivery risk.
Technology Governance, Performance & Continuous Improvement
- Establish automated governance and policy-driven controls that embed security, compliance and consistency into technology delivery practices and environments.
- Define and monitor meaningful measures of delivery performance, including speed, reliability, service performance and operational effectiveness, using insights to continuously improve the way technology is delivered.
- Identify opportunities to simplify and standardize platforms, processes and practices while improving cost efficiency across cloud, infrastructure, licensing and platform investments.
People, Partnerships & Enterprise Leadership
- Lead and develop a diverse multidisciplinary workforce, including leaders and senior technical professionals, while bringing teams and capabilities together around a shared software delivery model and culture of accountability, innovation and continuous learning.
- Build strong partnerships across architecture, security, infrastructure, development and business teams to align technology delivery with enterprise priorities and resolve complex issues involving risk, competing priorities and operational readiness.
- Provide senior-level technical and strategic advice to executive leadership on DevOps, platform architecture, delivery risk and the readiness of major digital initiatives.
Key Qualifications:
- Post-secondary education in computer science, information technology, engineering, business or another discipline relevant to enterprise technology leadership, or an approved combination of education and experience.
- Extensive experience leading enterprise DevOps and technology delivery functions, including CI/CD automation, platform engineering, release management and operational readiness within large, complex organizations.
- Considerable experience improving end-to-end software delivery performance and leading technology transformation initiatives, with demonstrated success enhancing delivery speed, reliability, service quality and production outcomes through continuous improvement and automation.
- Considerable experience leading and developing high-performing, multidisciplinary technology teams, including leading through managers, building organizational capability, and fostering a culture of accountability, collaboration and continuous improvement.
- Experience providing operational, financial and governance leadership for enterprise technology services, including technology roadmaps, performance management, vendor and contract oversight, budgeting, compliance and service reliability.
- Ability to drive technology modernization and delivery transformation, translating strategic objectives into executable roadmaps that improve operational efficiency, reliability and business outcomes.
- Demonstrated success building effective partnerships and influencing stakeholders at all levels, including senior leadership, business partners, vendors and cross-functional technology teams to achieve enterprise priorities.
- Ability to lead in a manner that promotes a respectful, inclusive, psychologically safe and healthy workplace, while demonstrating sound knowledge of supervisory responsibilities related to occupational health and safety.
