As a Senior Marine Estimator for PCL Constructors Westcoast Inc. in Richmond, British Columbia, you'll to contribute by leading preconstruction, estimating, procurement and risk management activities for complex marine and waterfront infrastructure pursuits. You'll identify, evaluate, quantify and mitigate project risks throughout proposal development, contract negotiations and project planning processes. Typical projects include berths, jetties, wharves, ferry terminals, marine foundations, port infrastructure, shoreline protection works and coastal developments.

Here's how a Senior Marine Estimator for PCL Constructors Westcoast Inc. within BC Region contributes to our team:

Responsibilities

  • Analyzes contract documents, specifications, procurement requirements, insurance requirements, bonding requirements and project risks for hard bid, construction management and design-build projects.
  • Leads the development of conceptual estimates, cost models, design-build submissions and budget proposals for large and complex projects.
  • Develops and executes pursuit, fee and bid strategies while monitoring pursuit schedules and key milestones.
  • Leads trade contractor prequalification, scope development, tendering, bid evaluation and recommendation processes.
  • Monitors design development and working drawings for constructability, budget alignment, schedule impacts, code compliance, coordination and scope completeness.
  • Prepares and maintains project risk assessments, identifying risks, opportunities, associated costs, schedule impacts and mitigation strategies.
  • Participates in value engineering, constructability reviews and alternative means and methods evaluations.
  • Supports project teams throughout preconstruction and project execution by providing risk management guidance and recommendations.
  • Builds and maintains effective relationships with clients, consultants, trade contractors and key stakeholders.
  • Mentors and develops estimators and risk management staff while supporting continuous improvement, innovation and technology initiatives.
  • Leads risk identification, risk quantification and mitigation planning for marine, waterfront, port, terminal, bridge, dredging and coastal infrastructure projects.
  • Evaluates marine construction risks associated with piling, drilled shafts, rock sockets, marine foundations, over-water construction, temporary works and specialty marine operations.
  • Assesses schedule, productivity and cost impacts related to tides, currents, weather windows, navigation restrictions, vessel traffic, environmental constraints, permitting requirements and regulatory approvals.
  • Facilitates risk workshops with project teams, clients, consultants, trade contractors and marine stakeholders.

Qualifications

  • Postsecondary education in Engineering, Construction Management, Quantity Surveying or a related discipline.
  • 15+ years of progressive estimating, preconstruction, construction risk management, or project management experience.
  • Demonstrated experience leading estimates and risk assessments for large, complex construction projects.
  • Advanced knowledge of construction contracts, procurement methods, project delivery models, estimating practices, and risk management principles.
  • Strong understanding of design-build, construction management, and lump-sum project delivery.
  • Proven ability to identify project risks and opportunities and develop cost-effective mitigation strategies.
  • Experience conducting constructability reviews, value engineering, budgeting, and cost modeling exercises.
  • Strong leadership, negotiation, analytical, communication, and stakeholder management skills.
  • Advanced proficiency with estimating software, scheduling software, project management systems, and Microsoft Office applications.
  • Experience supporting marine, heavy civil, waterfront, port, terminal, bridge, coastal, or dredging projects.
  • Strong knowledge of marine construction methodologies including pile driving, drilled shaft construction, rock drilling, marine foundations, marine concrete, and waterfront structures.
  • Demonstrated understanding of marine construction equipment including barges, tugs, marine cranes, pile driving systems, drilling equipment, and support vessels.
  • Familiarity with marine permitting processes, regulatory approvals, environmental monitoring obligations, and in-water construction restrictions.
  • Experience preparing risk registers and cost contingencies for marine and waterfront projects.
  • Experience working within British Columbia's marine construction market is preferred, including experience with clients such as BC Ferries, Vancouver Fraser Port Authority, Prince Rupert Port Authority, Canadian Coast Guard, Fisheries and Oceans Canada, Seaspan, DP World, GCT Canada, Neptune Terminals, Westshore Terminals, and Pacific Coast Terminals.

The estimated salary range for this role is $135,000 to $175,000 , based on your experience and qualifications. Final compensation will be confirmed as part of a personalized offer.
