Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Rail and Fleet Maintenance Division is looking for a Senior Manager to provide strategic oversight and leadership in the delivery of safe, reliable, cost-effective, and well-maintained rail equipment, facilities, and fleet. This role will ensure Rail Fleet and Facilities Maintenance (RFFM) activities support organizational objectives, meet service requirements, and deliver a high-quality customer experience.
What will I be doing?

Define and document scopes of work, statements of work, handover protocols, testing procedures, performance obligations, and other technical and commercial documentation required for procurement.

Respond to emergencies involving GO Transit rail equipment and facilities (e.g., delays, cancellations, derailments, fires, bomb threats, and crossing accidents), and investigate and report key findings to senior management and external authorities, as required

Consolidate RFFM feedback on Fleet Asset Management plans developed by Rail Fleet Equipment and Asset Management (RFEAM), and request design changes, project modifications, or new programs to address issues, meet regulatory requirements, and improve reliability, safety, customer comfort, and maintainability.

Lead the collection and analysis of stakeholder and customer feedback to identify, justify, and implement RFFM service and experience improvements.

Lead change management activities and outcomes for assigned initiatives, while supporting other groups on larger change initiatives as required.

Liaise with regulatory entities to ensure Rail Fleet and Facilities assets comply with applicable safety regulations, best practices, and emerging requirements. Incorporate requirements into RFFM standards, processes, and documentation.

Provide quantitative, analytical, and engineering expertise to RFFM clients as required.

Lead the investigation and resolution of issues impacting RFFM, including facilitating root cause analysis, identifying corrective actions, and acting as a moderator or client representative as required. Chair the PEG meeting and oversee the delivery of value from the REMSA contract, including responding to Ontario Auditor General inquiries.

Provide senior leadership and direction to staff and project teams by setting roles, responsibilities, and expectations; monitoring workloads and timelines; providing feedback; and addressing performance gaps through action plans.

Develop and deliver training to direct and indirect employees and peers on RFFM processes, procedures, standards, and related topics as required.

Maintain and adapt the Rail Maintenance Technical Services control board and lead regular team and stakeholder huddles to support the Director of RFFM’s control board.
What Skills and Qualifications Do I Need?
- Completion of an undergraduate degree in Engineering, Business or a related discipline. A combination of education, training and experience deemed equivalent is also acceptable
- Exemplary analytical skills and knowledge of commuter rail and facilities equipment mechanical/electrical technologies to conduct quantitative and qualitative analysis of equipment maintainability, cost/benefit ratio of modifications, service life expectancy of equipment, and disposal values.

Knowledge of rules and regulations established by Transport Canada (TC), Federal Railway Administration (FRA), American Association of Railways (AAR), American Passenger Transportation Association (APTA) standards, and recommended practices, building codes, and environmental legislation.
