Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Hazel McCallion LRT (HMLRT) department is looking for a Senior Manager, Utilities to join the team! You will provide strategic leadership, subject matter expertise, and management oversight to utilities coordination and treatment implementation necessary for the delivery of the HMLRT.
What will I be doing?

Lead a team of utility coordination resources embedded within the HMLRT Project Delivery Team. Ensure that this team monitors and guides interactions between various stakeholders including the project delivery consortium, utility owners to facilitate relocation of existing utility assets in conflict with proposed project scope in such a way as to minimize risks to delivery of project as per schedule and budget.

Develop and manage planning, for a one-to-three-year horizon, for utilities coordination to align with organizational and department long-term strategies and vision.

Develop key performance indicators to assess and monitor processes and timeliness as well as evaluate strategies. Develop recommendations and action plans to improve processes and modify strategies/plans which will impact outcomes.

Cultivate and actively manage critical relationships with leadership across multiple external stakeholder groups together with government parties (e.g. Ministry of Transportation, Infrastructure Ontario, municipalities) to facilitate the execution of CPG project objectives and promote the public reputation of Metrolinx; understands the political landscape.

Manage staff in alignment with Metrolinx policies and best practices and develop them to increase their value as utility coordination SMEs.

Participate in TA and/or Delivery Partner (DP) utility resource assessment and selection, meetings, and task plan development, as well as assisting in PDT management of TA performance with respect to delivery of TA utility relocation tasks.

Provide specialist advice on utility (e.g., power, communications) coordination requirements associated with project work, to ensure timing and work activities are identified and planned to manage adverse impacts to project progression.
What Skills and Qualifications Do I Need?

Completion of a degree in Engineering, Applied Science, Business, or a related discipline or a combination of education, training, and experience deemed equivalent.

Demonstrated experience in progressively more responsible roles within a utility owner, municipal planning, construction and/or engineering environment with deep knowledge of utility coordination in a large-project context.

Knowledge of Ontario’s Contract Laws, Construction Liens Act, Occupational Health and Safety Act, Environmental Assessment Act, and Professional Engineers Act.

Knowledge of LRT and/or railway corridor infrastructure and related construction projects is an asset.

SME-level fluency with any specific utility discipline (electrical, water/sewer, communications, gas and oil pipeline) is an asset.

Political acuity to be aware of issues, processes and outcomes as they impact the organization’s strategic directions and reputation.

Collaboration skills to build constructive work relationships (e.g., clients, departments, team members) to meet mutual goals and objectives set across projects. Acts in a professional and supportive manner to the project delivery teams and to external stakeholders.

Relationship management to understand the nature of stakeholders’ business (e.g. Utilities, Contractors) and objectives in order to effectively communicate/negotiate/influence and identify points of collaboration.

Leadership skills to develop and set dynamic and long-term goals across the functional “column” that contributes to the fulfillment of a larger organizational goal or mission.

Oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization and on construction sites; to work effectively with specialists across multiple sectors

Possession of a related designation, such as P.Eng. and/or Project Management Professional (PMP) would be an asset.
- A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle) for site visits.
