Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Stations team with our CPG – GO/UP division is looking for a Director, Project Delivery to join the team! You will provide strategic leadership and direction for the design, development, and execution of capital infrastructure encompassing New and existing Stations for GO Transit within the Barrie rail corridor with the objective of building a comprehensive regional transit network to meet the corporate mandate and business objectives.

What will I be doing?

  • Direct and coordinate the delivery of infrastructure projects encompassing construction, commissioning, and deployment into operational service in accordance with corporate project management standards, procedures, controls, and environmental requirements to minimize the impact on service and to maintain a high level of customer service.
  • Provide senior leadership and support to a technical engineering services team to support successful design and delivery of transit infrastructure.

  • Manage complex asset class (or) systemwide technical issues and risks, facilitate effective technical conflict resolution, and communicate with intra agency divisions, regulators, contracted partners, and other external stakeholders.

  • Direct the development of technical specifications and designs as well as define and control technical and functional interfaces between independent projects and systems (e.g. stations, track, signals) along the Metrolinx Heavy Rail GO network.

  • Provide senior leadership oversight and direction to employees and contractors engaged in interdependent project teams (e.g., defines team member roles, responsibilities, and expectations), deliver timely feedback to ensure a cohesive operational unit and the optimum use of team skills, manage staff and monitor work assignments for adherence to timelines, monitor the achievement of performance objectives; develops and implements action plans to address performance gaps.

  • Work with senior management levels in federal, provincial, and municipal government offices (e.g., Ministry of Environment (MOE), MTO, railways, utilities, suppliers, contractors, and facility tenants) to advance service expansion and mitigate negative impacts on municipalities.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Transportation, Architecture, or Civil Engineering, or a related discipline or a combination of education, training and experience deemed equivalent.

  • Demonstrated senior project management experience in the rail transportation industry with direct involvement in providing senior leadership and direction in the design, development, and execution of rail corridor construction.

  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e., development, project progress, related staff, and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives.

  • Familiarity with relevant legislation (e.g., Metrolinx Act, Places to Grow Act, Planning Act, Revised Statutes of Ontario (RSO), Municipal Act) is an asset.

  • Principles and practices of architecture, urban planning, engineering design and their application to the construction of infrastructure, facilities, and related works

  • Analytical and negotiation skills and experience with vendor management to manage development and delivery of externally provided products and services (e.g., negotiate contracts, interpret, compile, and administer contracts and memoranda of understanding (MOUs)

  • Interpersonal and oral/written/presentation and negotiation skills to negotiate contracts, monitor legal, regulatory, and procedural compliance, direct construction activities, and participate in committees.

  • A valid G driver’s license in good standing. A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle).
