General Accountability:
Reporting to the VP, Corporate Services, the Chief Information Officer (CIO) leads the visioning, development, implementation, and maintenance of the Agency’s information technology environment including enterprise IT systems, telecommunications, network access and security. The CIO leads a governance structure that develops the IT vision and aligns the IT initiatives with Agency priorities, monitors and reports on the performance of the IT portfolio, ensures policy and process frameworks are in place to protect the integrity, security, and privacy of personal health information and information resources, works with other leaders on leveraging the use of information systems in the delivery of cancer prevention and patient care, evidence-based decision making and increasing organizational performance, acts as a change agent for organization transformation through the integration of technology, processes, and people, and oversees IT relationships with external entities.
POSITION QUALIFICATIONS:
Education & Experience:

Master’s or bachelor’s degree in business, Computer Science or relevant clinical field and 10 years of experience managing or directing an IT operation. An equivalent combination of experience and education (degrees, diplomas, certifications) in related fields may be considered. Experience working in an integrated healthcare environment would be preferred.
Knowledge, Skills & Abilities:
- Proven leadership and team-building ability.
- Experience in strategic planning and execution.
- Experience dealing with vendors and negotiating contracts and maintenance agreements.
- Experience working in a highly integrated IT environment that is accessed and supported by multiple stakeholders.
- Considerable knowledge of automated process machinery, clinical workflow, business processes, management, budgeting, and healthcare office operations.
- Substantial exposure to specialized network equipment, data processing, hardware platforms, enterprise software applications, security and outsourced systems, good understanding of computer systems characteristics, features, and integration capabilities.
- Strong knowledge of healthcare delivery in a hospital or cancer agency setting, including laboratory, Medical Imaging, Pharmacy, Health Records and Electronic Medical Records is an asset.
- Experience with systems design and development from business requirements analysis through to development, implementation, and day-to-day management.
- Proven experience in IT planning, organization, and development.
- Excellent understanding of project management principles.
- Superior understanding of the organization’s goals and objectives.
- Demonstrated ability to apply IT in solving organizational problems.
- In-depth knowledge of applicable laws and regulations as they relate to IT, HIPA and LAFOIPP.
- Strong understanding of human resource management principles, practices, and procedures.
- Knowledge of culturally responsive care for First Nations and Métis people.
- Knowledge of Truth and Reconciliation, including the TRC Calls to Action.
- Ability to explain complex IT concepts and terminology in non-technical language.
- Sound judgment in setting and managing priorities.
