Position PurposeThe Operations Lead role will support and own the end-to-end health of PMO operations processes: capacity planning, estimating, proposal preparations, invoicing, change management, reporting, and client-facing operational communication. The Operations Lead partners closely with the Director, Portfolio Leads, and Project Managers to ensure that internal workflows run on time, client commitments are met, and the tools that support both are continuously improved.This is a hands-on role. The Operations Lead does the work, improves the work, and coaches others through the work.
Key ResponsibilitiesClient-Facing Coordination• Act as the day-to-day operational point of contact for the utility client's counterparts on resource onboarding/offboarding, reporting, estimating, invoicing, and change management matters.• Represent BTS in operational meetings with the client. Present spend trajectories, forecast changes, and portfolio-level updates with clarity and composure.• Draft client-facing correspondence on scope changes, PO uplifts, and schedule extensions.• Anticipate client questions and prepare briefing materials for the management in advance of leadership meetings.• Provide for and support reporting for the various portfolio’s within PMO.Reporting & Analysis• Develop and support Power BI tools for reporting purposes• Produce weekly, biweekly and monthly portfolio summaries• Analyze FAC (Forecast At Complete) against budgets across the portfolio and flag projects requiring change orders early.• Reconcile PO’s against SAP on a regular cadence.• Prepare status update agenda, minutes and reports for the Director and client as requested — turnaround typically same-day or next-day.Tools & Process Improvement• Maintain and improve the PMO's tools• Identify manual processes that should be automated and either build the automation• Document PMO Standard Operating Procedures (SOPs) and keep them current as processes evolve.• Champion consistent file naming, version control, and archival practices across the PMO.Team Support• Coach Portfolio Leads and Project Managers on the correct use of PMO tools and processes.• Onboard new PMO team members on operational workflows.• Contribute to a collaborative team culture where questions are welcomed and improvements are surfaced.

- Communication Skills Exceptional written and verbal communication. Comfortable drafting client-facing correspondence, chairing internal meetings, presenting portfolio updates to senior leadership, and translating technical detail into concise business language for non-technical stakeholders.
- Time Management Ability to prioritize competing demands across multiple projects and stakeholders. Meets internal and client-facing deadlines consistently without prompting.
- Recognizes when to escalate versus when to defer, and manages personal capacity to sustain output over long delivery cycles.
- Client-Facing Skills. Poise and professionalism when engaging directly with utility client Project Managers, procurement staff, and technical leads. Builds and maintains trust through follow-through, transparent status communication, and calm handling of scope discussions, change orders, and contentious issues.
- Tools Development Curiosity and skill to build, improve, and maintain internal PMO tools — Excel workbooks with formulas and VBA macros, dashboards, templates, and process automation. Recognizes when a manual process should become a tool, and can either build it or scope it for others to build.
- Organizational Skills Structured approach to information, files, and workflows. Maintains version control on shared documents, keeps audit-ready records of decisions and change orders, and enforces consistent naming conventions across the PMO.
- Multi-tasking in Fast-Paced Environments Comfortable holding several concurrent workstreams — biweekly capacity refreshes, monthly invoicing, ad-hoc client requests, change tracking, internal reporting — without dropping items. Recovers quickly from interruption and maintains attention to detail even when volume spikes.
Required Qualifications• Post-secondary degree or diploma in engineering, business administration, project management, or a related field.• Ideally has a minimum 3 to 5 years of PMO, project coordination, or project operations experience in an engineering, utility, or infrastructure setting.• Demonstrated experience working directly with external clients on operational matters — invoicing, change orders, reporting.• Advanced Microsoft Excel proficiency: complex formulas, pivot tables, conditional formatting, and comfort reading and modifying VBA macros. Willingness to build new macros with support.• Proficient in Microsoft Office suite (Word, PowerPoint, Outlook) and comfortable adopting new tools.• Power BI skills, able to develop new dashboards and/or direct others to build• Excellent written and verbal English communication skills.• Legally entitled to work in Canada.• Permanent Resident and/or Canadian Citizen• Has a Valid Drivers License
Preferred Qualifications• Experience in the Canadian utility sector or equivalent• Familiarity with SAP procurement data invoicing.• PMP, CAPM, or equivalent project management certification.• Experience with Power BI, Tableau, or similar reporting tools.• Working knowledge of Dovico or comparable time-entry systems.• Prior experience writing or maintaining Standard Operating Procedures.
What Success Looks Like in the First Year• Weekly and/or Biweekly capacity cycle runs on schedule with minimal Management intervention; utilization issues are surfaced and rebalanced within one cycle.• Monthly invoicing is submitted on time, reconciled against SAP, and free of client-side rework.• Change Log is trusted by both internal leadership and the client as the source of truth for scope-change conversations.• At least one PMO tool or process has been meaningfully improved or automated by the Operations Lead.• Management spends measurably less time chasing operational status because the Operations Lead is proactively surfacing it.
Working EnvironmentThis role is based in Ontario, Canada, with a hybrid working arrangement (typically 2–3 days on-site and the remainder remote, subject to project needs). Occasional travel to client offices or project sites within Ontario may be required. Standard business hours apply, with flexibility expected around reporting deadlines and client-driven events.
