Bluelime Technical Services is seeking an experienced HSE Lead – Power Generation to provide health, safety, and environmental leadership and oversight for construction activities at various power generation facilities throughout Saskatchewan.The successful candidate will work closely with client project teams, contractors, subcontractors, and site personnel to promote a strong safety culture and ensure construction activities are performed in accordance with contractual requirements, site-specific safety standards, applicable regulations, and industry best practices.This is a hands-on field position requiring regular presence at active construction sites, strong contractor management capabilities, and the ability to confidently identify, communicate, and address safety concerns.Key ResponsibilitiesPre-Construction

Bluelime Technical Services is seeking an experienced HSE Lead – Power Generation to provide health, safety, and environmental leadership and oversight for construction activities at various power generation facilities throughout Saskatchewan.The successful candidate will work closely with client project teams, contractors, subcontractors, and site personnel to promote a strong safety culture and ensure construction activities are performed in accordance with contractual requirements, site-specific safety standards, applicable regulations, and industry best practices.This is a hands-on field position requiring regular presence at active construction sites, strong contractor management capabilities, and the ability to confidently identify, communicate, and address safety concerns.Key ResponsibilitiesPre-Construction
- Review contractor safety submissions, including personnel certifications, safe work plans, procedures, and other documentation required under applicable contracts.
- Review contractor ISNetworld/ISNet profiles and verify required personnel qualifications and certifications.
- Review proposed Emergency Response Plans and provide recommendations as required.
- Participate in pre-construction meetings, site visits, mobilization activities, and safety planning.
- Support and deliver HSE-related training for client and contractor personnel as required.
- Identify potential HSE risks prior to construction and support the implementation of appropriate controls and mitigation measures.
- Work collaboratively with project and contractor teams to ensure safety expectations are clearly understood prior to work commencing.
- Maintain a regular physical presence at power generation construction sites on a rotational basis.
- Lead and/or support site safety orientations for contractors, subcontractors, and project personnel.
- Conduct routine site safety walks, formal safety audits, inspections, and work observations.
- Monitor construction activities for compliance with contractual requirements, site-specific safety requirements, applicable legislation, and established HSE procedures.
- Identify unsafe conditions, behaviours, and work practices and ensure appropriate corrective actions are implemented.
- Initiate or support work stoppages when unsafe conditions or activities present an unacceptable risk.
- Provide coaching and guidance to contractors and site personnel regarding safe work practices and HSE expectations.
- Work closely with construction management, project management, contractor leadership, and other stakeholders to proactively address emerging safety concerns.
- Lead and support site safety and incident investigations as required.
- Participate in root-cause analysis and the development, tracking, and close-out of corrective actions.
- Assist in identifying trends and lessons learned from incidents, observations, inspections, and near misses.
- Plan and coordinate site emergency response mock drills in collaboration with client and contractor personnel.
- Evaluate emergency preparedness activities and recommend improvements where appropriate.
- Prepare and provide daily and weekly HSE reports to project teams and key stakeholders.
- Document safety observations, audits, inspections, incidents, corrective actions, and other HSE activities.
- Communicate emerging safety risks and significant issues to project leadership in a timely manner.
- Participate in project, construction, contractor, and safety meetings as required.
- Maintain accurate and organized HSE records throughout project execution.
The successful candidate will have:
- Significant HSE experience supporting power generation, electrical utility, industrial, energy, or major construction projects.
- Demonstrated experience providing field safety oversight on active construction sites.
- Strong knowledge of construction safety practices, hazard identification, risk assessment, and incident prevention.
- Experience overseeing contractor and subcontractor compliance with client and project-specific HSE requirements.
- Experience conducting safety inspections, audits, work observations, and incident investigations.
- Experience reviewing Safe Work Plans, contractor safety documentation, certifications, and Emergency Response Plans.
- Familiarity with ISNetworld/ISNet or similar contractor management and prequalification systems.
- Demonstrated ability to lead site orientations, safety meetings, training sessions, and emergency response drills.
- Strong understanding of applicable occupational health and safety legislation, regulations, standards, and industry best practices.
- Strong written communication skills with experience preparing professional HSE reports and documentation.
- Excellent interpersonal and leadership skills with the confidence to engage contractors, trades, supervisors, construction management, and client representatives.
- Ability to exercise sound judgment and intervene or stop work when unsafe conditions are identified.
- Previous experience within power generation facilities or utility environments is strongly preferred.
- Relevant HSE designation, certification, or post-secondary education in Occupational Health & Safety, Environmental Health & Safety, or a related discipline is considered an asset.
- The HSE Lead will generally work five (5) days per week, with approximately four (4) days per week spent at power generation sites.
- The successful candidate must be able to rotate between various generation facilities based on project requirements.
- Working hours are expected to align as closely as possible with the schedules and rotations of contractors working on site.
- Some weekend work may be required depending on construction schedules, contractor rotations, outages, and project activities.
- Regular travel between project locations throughout Saskatchewan is required.
