Salary: $5,491 – 5,719 – 5,957 – 6,200 – 6,460/month

Schedule: 70 hours bi-weekly; Monday to Friday from 8:00AM – 4:45PM (Nine-Day Fortnight)

This is complex payroll processing using a computerized payroll system. An incumbent is responsible for receiving, reviewing, and processing various employee documentation for the more complex payroll related transactions and ensures the accurate and timely delivery of a bi-weekly payroll. An incumbent participates in system testing, resolves complex payroll processing problems, and reviews and approves the work of Payroll Clerk I and II staff. An incumbent assists in periodic and year-end payroll processes and reconciliations as directed and performs the work of a Payroll Clerk I and II as required, computations and processing require utmost accuracy and adherence to applicable Provincial and Federal laws, City policies, collective agreements, and rigid time schedules. The work is subject to examination by internal and external auditors and considerable independence of action is exercised within established policy and practices, but unusual problems or matters of policy are discussed with a superior. You will assist in the year-end preparation of employee T4s; updates, checks and balances data, calculation and reporting of employee superannuation, and in the collection of data and calculation of taxable automobile benefits as relates to the City Personal Use of City Vehicles (PUCV). Performs related work as required.

Qualifications include Grade 12 supplemented by the completion of the Payroll Fundamentals 2 course of the Payroll Compliance Practitioner (PCP) required course work and intermediate level accounting courses plus sound related experience preferably in reviewing the work of junior payroll staff or an equivalent combination of education, training, and experience. Considerable knowledge of Federal and Provincial laws, City regulations and collective agreements applicable to wage and salary administration; and knowledge of regulations and practices by the City and by outside organizations with respect to employee benefits and entitlements. Working knowledge of procedures used in system testing and the implementation of changes and enhancements; software applications; and principles and practices of double-entry bookkeeping and account balancing and reconciliations. Ability to understand and apply laws, regulations, agreements, and procedures, concerning payroll and benefit matters; analyze information, identify and resolve problems and communicate resolutions to employees; plan, assign and check the work of Payroll Clerk I and II staff; prepare documentation of payroll processes, statistics, reports, statements and spreadsheets; maintain effective working relationships with employees, superiors, departmental officials, and representatives from outside agencies and to communicate effectively using tact and diplomacy; and adhere to rigid time schedules.
