Job Summary:
In this role you will be reporting to the Associate Manager, Workforce Operations - Lower Mainland. The Representative, Workforce Operations will be the on-site representative working to support BCIB's skilled and diverse workforce on CBA Lower Mainland Projects. The Representative will support daily site operations activities that include the onboarding of workforce employees, recording and managing sensitive employee information, supporting Management on incident investigations, and triaging employee issues and requests as required.
Essential Duties & Responsibilities:
- Act as a liaison between BCIB and the contractors with respect to workforce requirements and activities.
- Participate in daily Toolbox meetings and maintain presence on project sites.
- Troubleshoot operational issues as they arise in a professional and timely manner.
- Administer workforce onboarding, termination, and employee changes through the Salesforce system in an accurate and timely manner, and monitor tickets and updates related to these items.
- Efficiently respond to worker enquiries and resolve issues.
- Work closely with the Human Resource and Payroll teams to ensure employee information is accurate and processed in a timely manner.
- Maintain employee records.
- Maintain multiple tracking systems and prepare operational reports.
- Provide assistance during the grievance process.
- Act as BCIB's connection between the worksite operations and head office.
- Participate in the Joint Health and Safety Committee as the representative for BCIB employees.
- Document incidents and ensure records are maintained as per FIPPA requirements.
- Conduct onboarding and orient employees to the BCIB workforce (including BCIB policy review).
- Provide Community Benefits Agreement related guidance and assistance to contractors and employees on-site.
- Travel between project sites in all conditions.
- Other duties as required.
Qualifications & Experience:
- Post-secondary diploma in a related field is an asset.
- Three or more years of experience in workforce operations.
- Experience in conflict resolution, engaging in difficult conversations, and managing culturally sensitive situations.
- Experience with issues resolution, capable of working through workplace/worker concerns, disputes, grievances, and discipline processes with attention to mandated timelines.
- Experience working with a unionized workforce and familiarity with collective agreements.
- Previous experience working in the construction industry is an asset.
- Proven Human Resources administration experience is an asset.
- Experience in managing Occupational Health and Safety is an asset.
- An equivalent combination of education and experience may be considered.
Preferred Skills:
- A self-motivated professional with a high level of initiative and independence, a sense of urgency, and a strong sense of leadership.
- Experienced in complex administrative processes; able to execute and organize process-related actions with attention to detail while maintaining data integrity.
- Excellent organizational skills, with the ability to prioritize projects.
- Strong written and verbal communication skills; able to generate, maintain and present audience-appropriate reports, emails, site updates, spreadsheets, and training materials at a Crown Corporation standard.
- Operational experience or field operations experience; problem-solving, logistics, planning and managing resources in dynamic, non-urban setting.
- Case management and investigation experience; diplomatic information-gathering, timely and accurate documentation, electronic and physical file management, and ability to handle highly confidential information with discretion and tact.
- Experience promoting a respectful, safe, and inclusive job site culture.
- Ability to establish and maintain effective, professional, collaborative working relationships with staff at all levels of the organization.
- Ability to adapt to organizational, process, and system changes.
Supervisory Responsibilities:
- This role has no supervisory responsibilities.
Work Schedule:
Full time: 37.5 hours per week
Monday – Friday
On site: This position will be primarily on our project site, with 1 day per week at the BCIB head office.
Compensation:
The range offered for this position is: $68,000 – $73,000 annually.
Compensation offered within this range is based on factors unique to each candidate, including skills, qualifications, experience and credentials.
