SaskEnergy Incorporated's Digital, Technology & Security (DT&S) is comprised of four functional groups focused on Network and Infrastructure, Business Applications, Security, and Business Process and Analytics. All four groups work closely together to provide an efficient and reliable IT environment. DT&S supports and maintains the corporate information technology infrastructure at SaskEnergy and works together with the Business groups across the corporation to align people, process, and technology.

The Business Process and Analytics group leads and facilitates technology innovation, working with business leaders to transform broad ideas into viable and effective solutions. Business Process and Analytics is made up of the following departments: Analytics, Business Process, Enterprise Information Management, and Graphical Information System (GIS). The Business Process team provides expertise in business process and business analysis services and supports projects, initiatives and internal operations improvements to accomplish organizational goals.

SaskEnergy is seeking two (2) Business Analyst Resource(s) with a broad-based background of technical experience to be part of the DT&S team. The Business Analyst works with internal and external stakeholders to enhance and improve business analysis services by designing and developing future state processes that align with the Corporate Plan and Vision. This role is accountable to ensure business alignment between subject matter experts, DT&S, senior management, external stakeholders and vendors by using best practice business analysis skills and techniques. Formal training in Business Analysis with Certified Business Analyst Professional (CBAP) certification or PMI-Professional in Business Analysis (PMI-PBA) certification is considered an asset for this role. Proposals are to provide examples of Business Analysis experience including a detailed discussion of their roles, responsibilities, and deliverables on the initiative.

Description of Requirements

The Business Analyst responsibilities will include (but not limited to):

1. Lead the collaborations of stakeholders to facilitate the understanding and expected outcomes for key corporate initiatives.

2. Establish, cultivate and nurture strong working relationships with various stakeholders.

3. Lead facilitation activities and support business units in the development of request for proposal (RFP) requirements, strategic planning, business planning and key business initiatives.

4. Ensure knowledge sharing and management of current business process analysis artifacts.

5. Develop a strong understanding of business practices and goals and to ensure progressive realization of process improvements.

6. Resolve conflicts and/or critical issues with a focus on understanding and managing the needs of multiple stakeholders, developing a common understanding and ensuring the timely achievement of desired business outcomes.

7. Lead process re-engineering from ideation to development, including documentation of desired business outcomes including requirements gathering and validation.

8. Identify and implement operational efficiencies that have a material impact on the Corporation's business operations and strategies.

9. Provide guidance, mentorship, coaching and feedback to business analyst team and project team members.

10. Review, analyze, and evaluate business needs to create solutions that support overall business strategies.

11. Analyze and advise on vendor and supplier contracts regarding operational efficiencies and business outcomes.

12. Perform risk analysis on current and proposed business operations to mitigate risks.

The key skills and knowledge areas required for the Resource are outlined in attached Appendix C – Supplementary Specifications. The Business Analyst is expected be able to perform in a team environment with strong interpersonal and professional communication skills. North American job experience is considered an asset for this proposal. Proponents are encouraged to provide specific and qualitative verbiage of other areas where their expertise can add value to our teams, and make our projects as successful as possible. We are looking for a well-rounded Business Analysts to fill these roles.

The preference for start date is as soon as possible. The initial term for this role will conclude on March 31, 2025 ; after which SaskEnergy will evaluate its ongoing requirements and potentially extend the term for this Resource in accordance with the terms and conditions of the proponent's Technology Master Service Agreement (TMSA).

SaskEnergy requires the Resource(s) to be able to work and be located full-time on site at SaskEnergy Head Office in Regina, SK (Monday to Friday 8 am to 5pm)
